The Committee paid special attention to the coordination of its own activities with those of other international organizations whose activities impinge on the field of transport of dangerous goods or of classification and labelling of chemicals, such as the International Atomic Energy Agency (IAEA), ILO, WHO, UNITAR and the Organization for Economic Cooperation and Development, to ensure that their work would complement, rather than duplicate or clash with, its own activities and recommendations.

In the new year, after I had taken over, the Committee received from the secretariat of the International Atomic Energy Agency (IAEA) a copy of a report by the IAEA Director General, entitled “Technical Cooperation: The Agency’s Proposed Programme for 2009-2011”, as well as an addendum to that report, entitled “Evaluation of Technical Cooperation to be provided to Iran during the Technical Cooperation Cycle 2009-2011”.

The Working Group recalled with satisfaction that at the forty-sixth session of the Subcommittee, in 2009, the Joint Expert Group of the Scientific and Technical Subcommittee and the International Atomic Energy Agency (IAEA), established by the Subcommittee at its forty-fourth session, in 2007, had completed, one year ahead of the schedule contained in its multi-year workplan, preparation of the Safety Framework for Nuclear Power Source Applications in Outer Space and that in 2009 the Safety Framework had been adopted by the Subcommittee at its forty sixth session and endorsed by the Committee on the Peaceful Uses of Outer Space at its fifty-second session.

The Pakistan Nuclear Regulatory Authority is using IAEA document INFCIRC/225, entitled “The Physical Protection of Nuclear Material and Nuclear Facilities” and the IAEA Code of Conduct on the Safety and Security of Radioactive Sources as guidance documents for the formulation of national regulations on nuclear security.

The auditing of the accounts was conducted in accordance with Article 12 of UNESCO’s Financial Regulations and with the Additional Terms of Reference Governing the Audit, and also in compliance with the Common Auditing Standards of the Panel of External Auditors of the United Nations, the specialized agencies and the International Atomic Energy Agency.

We hope that Iran will view the resolution as a further signal of the need to respond positively to the numerous appeals of the E3+3 and the entire international community to fulfil its non-proliferation obligations and to launch substantial negotiations with the E3+3 to ensure full and transparent cooperation with the International Atomic Energy Agency (IAEA) in order to clarify all issues related to the Iranian nuclear programme.

I shall not go into further details, other than to say that many of those issues have been raised in Vienna, at the International Atomic Energy Agency (IAEA), most recently during the General Conference, and often during Board of Governors meetings.

With regard to disarmament and nuclear non-proliferation, we should like to reaffirm that nuclear non-proliferation can be realized only if all States accede to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) and the Comprehensive Nuclear-Test-Ban Treaty (CTBT) and place all their installations and programmes under the comprehensive safeguards agreement of the International Atomic Energy Agency (IAEA), with a view to determining that those programmes have peaceful purposes.

Eight United Nations organizations (the Joint United Nations Programme on HIV/AIDS (UNAIDS), the United Nations Development Programme (UNDP), the United Nations Population Fund (UNFPA), UNICEF, the Economic and Social Commission for Western Asia (ESCWA), the International Atomic Energy Agency (IAEA), the Office of the United Nations High Commissioner for Human Rights (OHCHR) and the International Organization for Migration (IOM)) had volunteered to pilot the new accountability framework of the system-wide action plan for gender equality that would soon be submitted to the United Nations Chief Executives Board for Coordination for approval.

One Member stressed that it was important to consider all the climate-related issues under a single agenda item that would include the facility for additional income, resource mobilization, and the functional unit approach and suggested that the Secretariat set aside sufficient time at the next Meeting to allow in-depth consideration of the matter.

The representative of the Secretariat reminded the Executive Committee that in decision XX/7 the Twentieth Meeting of the Parties to the Montreal Protocol had decided, inter alia , to request the Ozone Secretariat, with the assistance of the Multilateral Fund Secretariat, to consult with experts from funding institutions and other relevant funding experts to develop a report on possible funding opportunities for the management and destruction of ODS banks.
