Following a discussion, the Executive Committee decided to approve the pilot project for validation of methyl formate as a blowing agent in the manufacture of polyurethane foam (phase I) in Brazil at a total cost of US $401,500 plus agency support costs of US $30,113 for UNDP, noting that the project was consistent with decision 55/43(e) and that it had been designed to disseminate the results from the validation of methyl formate technology in rigid and integral skin polyurethane foam applications globally, and on the understanding that the project would be the final validation project for methyl formate in the manufacture of rigid and integral skin polyurethane foams, and that approval of the project was without prejudice to consideration of the future funding request for phase II of the project by the Executive Committee.

In addition to the common documents being considered under agenda item 3, the Commission had before it the report of the Committee on Trade and Investment on its second session (E/ESCAP/68/6), the report of the Governing Council of the Asian and Pacific Centre for Transfer of Technology on its seventh session (E/ESCAP/68/7) and the report of the Governing Council of theUnited Nations Asian and Pacific Centre for Agricultural Engineering and Machinery on its seventh session (E/ESCAP/68/8).

During their visit, the Working Group found that the challenges faced by people of African descent in Portugal related mainly to their lack of recognition as a specific group in the national policy and legal framework; the lack of recognition of their positive contribution throughout history to the construction and development of the country; the lack of qualitative and quantitative disaggregated data by racial or ethnic origin; the existence of a circle of poverty, unequal access to education, public services, employment, as well as discrimination in the administration and functioning of the justice system; existence of racial profiling and police violence; underrepresentation in political and institutional decision-making processes, as well as the lack of special measures or affirmative action policies in Portugal for people of African descent or other minorities.

Another example would concern the need to retain communities and rural economies, where it would be necessary to strike a balance between fuel subsidy, local food security, supply into wider markets, andopportunity costs associated with avoiding social breakdown.

It focuses on the conclusions and recommendations of the expert group meeting which, among other things, called upon: the United Nations system, Member States and indigenous peoples’ organizations to recognize the rights and special needs of indigenous women and girls; Member States to adopt measures, in conjunction with indigenous peoples, to ensure that indigenous women and girls enjoy the full protection and guarantees against all forms of violence and discrimination; the United Nations system to support efforts and initiatives that provide support and protection to indigenous women and girls; and indigenous communities to consider seriously the problem of violence against indigenous women and girls in their communities through ways that include the recognition and dismantling of existing patriarchal social relations, the elimination of discriminatory policies and a continuous commitment to indigenous women’s rights in all indigenousinstitutions and at all levels.

The representative of Turkey underlined the following points: (a) the organization, Centre Europe-tiers monde had been failing to adhere to the basic principles of the Charter of the United Nations and the basic requirements set out in Council resolution 1996/31 by disrespecting the territorial integrity and political unity of Turkey; (b) the organization had been undertaking unsubstantiated and politically motivated allegations against Turkey; (c) the organization had been inciting and condoning acts of terrorism against States Members of the United Nations, which is prohibited under international law; (d) the organization had become a propaganda vehicle of the terrorist organization PKK/Kongra-Gel; and (e) the organization had not taken into consideration earlier statements of Turkey regarding the need to uphold its obligations and responsibilities under the Charter and Council resolution 1996/31.

In addition, Tajikistan reported that it is preparing to conduct a needs assessment of landmine and other ERW victims in mine affected districts with the main goal being to establish a functional victim information system (VIS), which would comply with the Information Management System for Mine Action (IMSMA) standards and become a systematic and reliable mechanism at the district and oblast level.

In decision 1983/163, the Council requested the Secretary-General (a) to bring to the attention of intergovernmental and expert bodies, before decisions were adopted, any request for documentation that exceeded the ability of the Secretariat to prepare and process on time and within its approved resources; and (b) to draw the attention of intergovernmental bodies to areas where duplication of documentation was likely to occur and/or where opportunities for integrating or consolidating documents that dealt with related or similar themes might exist, with a view to rationalizing documentation.

In this regard, I wish to draw your attention to the following illegal actions perpetrated by Israel, the occupying Power, in the Occupied Palestinian Territory, including East Jerusalem, and to reiterate the appeal of the Palestinian people and their leadership to the international community, including the Security Council, to uphold its legal obligations and responsibilities and to act forthwith to bring an end to this unlawful and dangerous situation and to salvage the prospects of realizing a just, comprehensive and lasting peace settlement by which, inter alia, the Palestinian people will realize their right to self-determination and freedom in their independent, sovereign, democratic, contiguous and viable State of Palestine, with East Jerusalem as its capital, on the basis of the pre-1967 borders.

The key factors that facilitated the smooth implementation by SIAP of all planned activities for 2009 were: (a) the strong support of the host Government, Japan, which continued to provide the bulk of cash contributions, administrative and infrastructure support, and fellowships for all four SIAP-Japan International Cooperation Agency (JICA) Tokyo Metropolitan Area (TMA)-based training courses; (b) the strong support of many other member States: cash and in kind contributions from those member States increased in 2009 compared with their level in 2008; and (c) close collaboration withUnited Nations agencies and international organizations, which provided the opportunity to combine efforts and address effectively the diverse capability-building needs of developing member States in the region.

The Executive Committee may wish to take note of the verification and progress reports on the implementation of the national CFC phase-out plan (NPP) for Argentina, and approve the annual implementation programme for 2008-2009 with a proviso requesting the Government of Argentina and UNIDO to ensure that future verification will include the country’s monitoring of its activities under the Agreement through the monitoring institutions defined in Appendix 5-A of the Agreement.

The report on Israeli settlements in the Occupied Palestinian Territory, including East Jerusalem, and the occupied Syrian Golan (A/66/364), based on information provided byUnited Nations bodies operating in the territory and by Israeli and Palestinian non-governmental organizations, recommended, inter alia, that Israel should comply with its international legal obligations and its Road Map commitments in respect of settlements and that all serious allegations concerning settlement-related criminal acts should be properly investigated and prosecuted.

The delegation of Nepal requested that the secretariat help least developed and landlocked countries to conduct analyses on key export and import products; introduce single windows and paperless trade and the promotion of public-private sector dialogue on the implementation of trade and transit facilitation measures; provide a platform to discuss issues of common concern, paying particular attention to least developed and landlocked countries; promote value chains for agricultural and forestry products, including under initiatives such as “one village one product” programmes; and disseminate information and provide capacity-building assistance on the certification of organic foods and sanitary and phytosanitary standards, accession to APTA and overall assistance in the formulation of appropriate trade and investment policies.

The activities undertaken within this function will include: (a) producing country, regional and global-level technical and programme guidance covering the substantive areas in which UN-Women works, from ending violence against women to increasing women’s contributions to peace and security; (b) devising and coordinating multi-stakeholder, holistic country programmes that involve inter-agency participation and national partners in line with national and regional policies and priorities and that are consistent with UN-Women’s Strategic Plan; (c) ongoing, on-demand technical support to national partners and UNCTs in UN-Women’s core areas of work (e.g., support to NWMs; support to women’s organizations and networks; support to the Resident Coordinator and gender thematic groups; and support to reporting on and implementing CEDAW); and (d) the management and monitoring of global programmes and trust funds.

The Council decision was later amended by Council decision 2011/178/CFSP by adding a ban on flights in the airspace of Libya, a ban on flights of Libyan aircraft in the airspace of the European Union and a requirement that nationals of European Union member States, persons subject to their jurisdiction and firms incorporated in their territories or subject to their jurisdiction should exercise vigilance when doing business with Libyan entities.

The Office of Internal Audit will focus its outputs on evaluating and improving governance, risk management and control processes by ensuring that (a) it has a clear mandate linked to organizational objectives and is supported by an independent, objective and well-functioning management structure with approved annual work plans; (b) it secures and retains the right quantity and quality of human resources in a timely manner to execute its annual work plans and fulfil its mandate; and (c) it is effective and efficient in applying (i) audit and investigation methodologies, including the use of supporting tools, technology and knowledge management approaches; (ii) operational management practices, including divisional and engagement management and performance monitoring; and (iii) quality assurance and continuous improvement.
