Recognizing that all States Parties have a role to play, the Conference stresses that those States Parties seeking to build their capacity should identify their specific needs and requirements and seek partnerships with others, and that those States Parties, in a position to do so, should provide assistance and support.

In this connection, with a view to containing this situation which is threatening the peace and security of Guinea-Bissau, with possible subregional consequences, I would like to hereby request that the Security Council, within its powers enshrined under Article 24 of the Charter of the United Nations, in its capacity as the entity charged with the maintenance of international peace and security, analyse at an extraordinary meeting the internal situation of Guinea-Bissau resulting from the non-acceptance of democratic, free, just and transparent elections; and debate the dispatch of a peacekeeping force to Guinea-Bissau, the latter to be charged with extensive powers aimed at the maintenance of political stability in the country and at defence of the democratic gains which the people of Guinea-Bissau obtained at great sacrifice and desire to preserve for the economic, social and cultural development of the country.

Despite their commitments, many governments have not only not applied the Consumer Guidelines (in particular, section G on sustainable consumption), but remain unfamiliar with them and find it difficult to develop their national sustainable development strategies.

It further noted with satisfaction that special measures, including positive discrimination policies, had been taken for women and vulnerable and marginalized groups to mainstream them in countries’ development process.

Pakistan commended Ethiopia’s readiness to consider ratifying a number of human rights instruments, which would improve its national human rights infrastructure.

Another important objective is to assist developing countries and LDCs in enhancing domestic innovation and creativity in their respective countries.

Each State Party undertakes to make widely known and to disseminate the Covenant and the present Protocol and to facilitate access to information about the views and recommendations of the Committee, in particular, on matters involving that State Party, and to do so in accessible formats for persons with disabilities.

(c) To request States members to support private sector initiatives in implementation of employment programmes and to reduce unemployment at the national and Arab levels by granting tax and insurance benefits to employers and giving preference to qualified Arab labour, second only to national labour.

This is particularly important for the educational system and the working bar that enable nations to use their own IP systems and participate effectively in international negotiations and in negotiations with suppliers of foreign technology.

The FSM is considering what further domestic legislation may be relevant and necessary in light of its own attributes and circumstances.

At the same time, developing countries will need support in building their own technological capacity in order to ensure that they undergo a smooth transition to a low-emissions economy and maintain competitiveness in an open global economy.

Given the requirements in the Convention against Corruption, States must have both a review and an appeal mechanism, but the Model Law is flexible so that enacting States can implement its provisions in accordance with their legal traditions.

The Committee recommends that the State party coordinate its various policies, strategies and programmes on Aboriginal peoples and African Canadians by adopting a comprehensive strategy on the situation of Aboriginal people at the federal level, so as to give a coherent picture of its actions and enhance their efficiency, and ensure that any differences of treatment are based on reasonable and objective grounds.

The international community’s human rights endeavours were sabotaged by the constant efforts of some to impose themselves as custodians of human rights for the world, based on the untenable conviction that their values and systems were superior though they failed to address violations at home, as well as efforts to undermine balance among the principal United Nations organs and respect for the oversight of the General Assembly over the Human Rights Council, special procedures and treaty bodies.

The country was host to the International Renewable Energy Agency and was developing what would eventually become the largest hydrogen energy plant in the world, which was expected to provide 7 per cent of national energy needs by 2020.

The State party is encouraged to comply with all recommendations and decisions addressed to it by the Committee and to take all necessary steps to ensure that national legal provisions further the effective implementation of the Convention.

Embassies also help protect the rights of their nationals who are travelling or residing within the host country.

The Advisory Committee notes that the Secretary-General’s proposal is also in line with its own earlier recommendation that national staff should be used as widely as possible at both the Professional and General Service levels (see A/60/7, paras. 70 and 71).
