UNESCO considers that many of the present world challenges will not be met unless there is strong capacity to generate and utilize STI through appropriate education and research programmes, as well as enhanced regional and international partnerships to build and sustain scientific capacity and infrastructure in many developing countries that have yet to benefit from the promises of STI.
