VIII.13 In its previous reports on progress made in the implementation of the enterprise resource planning system (A/65/576, A/64/7/Add.9 and A/63/487), the Advisory Committee made observations and expressed some concerns on a number of issues, including the delays in staffing the project team; the lengthy process of recruiting subject-matter experts; the need for closer cooperation between the project team and the Office of Information and Communications Technology in cataloguing and decommissioning the systems to be replaced by the enterprise resource planning system; the need for closer cooperation between the project team and the Office of Information and Communications Technology and the Department of Field Support in implementing technical activities and infrastructure; and the complexity and number of the interfaces to be developed between the enterprise resource planning system and the human resources management system, Inspira.

The outcome of the review on United Arab Emirates is constituted of the report of the Working Group on the Universal Periodic Review (A/HRC/10/75), together with the views of United Arab Emirates concerning the recommendations and/or conclusions, as well as its voluntary commitments and its replies presented before the adoption of the outcome by the plenary to questions or issues that were not sufficiently addressed during the interactive dialogue in the Working Group.

At its sixty-fourth session, the General Assembly requested the Secretary-General to provide, in the next report on the implementation of the recommendations of the Board of Auditors concerning United Nations peacekeeping operations, a full explanation for the delays in the implementation of all outstanding recommendations of the Board, the root causes of the recurring issues and the measures to be taken (resolution 64/268).

Very successful projects dealt with monitoring, assessment and prediction of geological hazards, desertification, past and future environment and global change, interrelation of geology and archaeology, cultural heritage and geological forces (e.g. landslides, collapsing ground, seismic shocks and coastal degradation), and the impact of geology on human health.

(n) To receive money on deposit or loan and borrow or raise money in such manner as the Company shall think fit, and in particular by the issue of debentures, or debenture stock (perpetual or otherwise) and so secure the repayment of any money borrowed, raised or owing mortgage, charge or lien upon all or any of the property or assets of the Company (both present and future), including its uncalled capital, and also by a similar mortgage, charge or lien to secure and guarantee the performance by the Company or any other person or company of any obligation undertaken by the Company or any other person or company as the case may be.

These are weaknesses in: project monitoring and oversight (15 offices); asset management (e.g. physical inventory of assets not performed, non-capital assets not recorded in Atlas and obsolete assets not properly disposed of) (13 offices); processing of payment (11 offices); travel management (e.g. travel claims not completed and travel claims not supported) (10 offices); leave and attendance records (8 offices); management of special service agreements (7 offices); recruitment process (7 offices); vendor management (6 offices); use of account codes (6 offices); and use of e-procurement (5 offices).

(B) Whenever such a resolution as aforesaid shall have been passed the Board shall make all appropriations and applications of the reserves or profits and undivided profits resolved to be capitalised thereby, and all allotments and issues of fully paid shares, debentures, or other securities and generally shall do all acts and things required to give effect thereto.

This project also aims to support philosophical analysis and research that address the challenges of both the present and the future, and the consequences for social stability and the maintenance of peace.

The amount recognised in the balance sheet represents the present value of the defined benefit obligation as adjusted for unrecognised actuarial gains and losses and unrecognised past service cost, and as reduced by the fair value of plan assets.

(d) To sell, exchange, mortgage, charge, let on rent, share of profit, royalty or otherwise, grant licences, easements, options, servitudes and other rights over, and in any other manner deal with or dispose of, all or any part of the undertaking, property and assets (present and future) of the Company for any consideration and in particular (without prejudice to the generality of the foregoing) for any securities.

The Board may exercise all the powers of the Company to raise or borrow money and to mortgage or charge all or any part of the undertaking, property and assets (present and future) and uncalled capital of the Company and, subject to the Law, to issue debentures, bonds and other securities, whether outright or as collateral security for any debt, liability or obligation of the Company or of any third party.

(p) To borrow or raise or secure the payment of money in such manner as the Company shall think fit and in particular by the issue of Debentures or Debenture Stock perpetual or otherwise charged upon all or any of Company’s property (both present and future) including its uncalled capital and to purchase redeem or pay off any such security.

(k) To borrow or raise or secure the payment of money in such manner as the Company may think fit and to secure the same or the repayment or performance of any debt, liability, contract, guarantee or other engagement incurred or to be entered into by the Company in any way/and in particular by the issue of debentures perpetual or otherwise, charged upon all or any of the Company’s property (both present and future), including its uncalled capital; and to purchase, redeem, or pay off any such securities.

Revisions to accounting estimates are recognised in the period in which the estimate is revised if the revision affects only that period, or in the period of the revision and future periods if the revision affects both current and future periods.

In assessing value in use, the estimated future cash flows are discounted to their present value using a pre-tax discount rate that reflects current market assessments of the time value of money and the risks specific to the asset for which the estimates of future cash flows have not been adjusted.

(e) The total expected cash flows attributable to the redeemable units over the life of the instrument are based substantially on the profit or loss, the change in the recognised net assets or the change in the fair value of the recognised and unrecognised net assets of the Sub-Fund over the life of the instrument.

4.19 To lend and advance moneys or give credit to such persons and on such terms as may be thought fit and to guarantee or stand surety for the obligations of any third party whether such third party is related to the Company or otherwise and whether or not such guarantee or surety is to provide any benefits to the Company and for that purpose to mortgage or charge the Company's undertaking, property and uncalled capital or any part thereof, on such terms and conditions as may be thought expedient in support of any such obligations binding on the Company whether contingent or otherwise.
