The process of prevention of torture and other cruel, inhuman or degrading treatment or punishment ranges from the analysis of international instruments on protection to the examination of the material conditions of detention, taking in along the way public policy, budgets, regulations, written guidelines and theoretical concepts explaining the acts and omissions that impede the application of universal standards to local conditions.

The five MDG reports follow up on the progress we have made and are structured to cover four aspects.

Moreover, the delegation of the Sudan reiterates its firm position in supporting the aspirations of all geographical regions to declare themselves free from nuclear weapons, in accordance with the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), which constitutes one of the main pillars in the international peace and security system.

The special programme under the subprogramme is aimed at helping landlocked developing countries to mitigate the adverse economic consequences of their geographical disadvantage through: (a) support for policymaking with a view to enhanced productive capacities and sound economic specialization; (b) helping small island developing States to enhance their resilience to external shocks and making steady socio-economic progress possible for most of them; and (c) instilling throughout UNCTAD a practice of devoting systematic attention to the problems of other structurally weak, vulnerable and small economies, as referred to in paragraph 10 of the Accra Accord.

A primary health assistance service which is well developed and supported by high performance means, with well organised prevention and treatment mechanisms, education and participation of the patient, as well as involvement of the entire community, including the local and central public administration authorities, may ensure a positive impact on the population health indicators in the Republic of Moldova.

The mission also considered that the reconfigured mandate of MONUC should reflect the ongoing need to prioritize the protection of civilians; recognize the different needs of the different regions of the country; give national institutions the space to operate independently where they can; allow MONUC to focus on critical tasks with a clear strategic objective and exit strategy while paying commensurate attention to the peacebuilding needs; and set the ground for the progressive transition to a United Nations presence that focuses more on peacebuilding and making development viable than on security as local conditions allow.

For smaller agencies, geographical focus is another challenge, considering their limited representation outside the federal capital; a problem which UNESCO is addressing by furthering its already close cooperation with the federal and provincial government departments and other partners concerned.
