Even though women farmers cultivate more than half of global food production, amounting to as muchas 80per cent in sub-Saharan Africa and the Caribbean, they are among the most disadvantaged cultivators becausethey tend to lack land titles and tenure, are not able to access formal banking and credit and typically do not benefit from Government programmes for the provision of agricultural inputs, technologies and marketing arrangements.

Although a majority of Member States considered that the present distribution of programme resources among the major programmes should be maintained, some others felt that there should be a reconsideration of their relative share: in particular, a few Member States suggested a reinforcement of Major Programme I (Education) but without proposing specific amounts for an increase; others recommended an increase of resources for Major Programmes III (Social and human sciences) and IV (Culture), especially the World Heritage Centre; yet others proposed increasing the resources allocated to Major Programme V (Communication and information).

While noting that, in the past decade, some progress has been achievedin realizing the Millennium Development Goals, we express concern at the unevenness of the progress towards achieving the goals and targets both regionally and thematically, in particular Goal 3 on promoting gender equality and empowering women, Goal 5 on improving maternal health, including achieving universal access to reproductive health, and Goal 6 on combating HIV/AIDS, malaria and other diseases, as well as the objectives encompassed within the gender equality-related dimensions of allthe other Millennium Development Goals.

Onesuggestion that has been made would be to require the patent applicant to demonstrate thatthe proposed invention reflects a standard of inventiveness higher thanthat which is normal in the [...][...]

Finally it should be noted that countries undertaking national phase-out plans are likely to receive institutional strengthening funding at an even higher level thananticipated above to facilitate national project implementation, as explicitly agreed in related phase-out agreements.
