UNESCO has recorded an allowance (provision for non-payment) of $86.3 million against the total assessed contribution receivables culminating mainly from the decision of a Member State to suspend its contribution due of $79.2 million.

The Working Group recommended that the Committee: (a) refrain from setting up a permanent follow-up mechanism for the time being and instead, in conformity with rule 73 of its rules of procedure, continue to undertake follow-up on an ad hoc basis; (b) entrust the Working Group with follow-up activities for the time being; (c) continue to appoint two rapporteurs on follow-up to views, preferably the Case Rapporteur, when feasible, and a member of the Working Group; and (d) once it has deemed that satisfactory follow-up information has been received from the State party concerned, and in accordance with article 7, paragraph 5, of the Optional Protocol, invite that State party to submit further information about any measures taken in its subsequent reports under article 18 of the Convention, and relieve the follow-up rapporteurs of their duties and reflect such action in its annual report.

The Advisory Committee recalls that in document A/64/6 (Sect. 34), the Secretary-General submitted a preliminary proposed programme budget for section 34 of the regular budget and the gross budget for jointly financed activities, pending the completion of the comprehensive management review of the organization of the Department of Safety and Security that was recommended in June 2008 by the Independent Panel on Safety and Security of United Nations Personnel and Premises Worldwide and the submission of the response of the United Nations System Chief Executives Board for Coordination to the recommendations of the Independent Panel.

Further to my report pursuant to paragraph 5 of Security Council resolution 1859 (2008) (S/2009/385), once all outstanding activities under the oil-for-food programme are concluded, and taking into account (a) any necessary residual activities, (b) any indemnities that may be provided by the Government of Iraq and (c) the need to ensure the availability of sufficient funds for the Organization to meet the costs and expenses that (i) have been incurred, (ii) are associated with the winding down of the oil-for-food programme and/or (iii) arise from the cooperation of the United Nations with Member States in respect of investigations and proceedings related to the programme, all other remaining funds should be transferred from the Iraq escrow account to the Development Fund for Iraq.

In addition, the Treasury will continue to manage the investments and liquidity of peacekeeping funds; execute monthly remittances to field operations; execute payroll payments (including education grants) to internationally recruited staff members; print and distribute cheques for the reimbursement of income tax to United States tax-paying staff members assigned to field operations; process the amendment to the bank account signatory panels; and provide technical support and guidance on the use of various banking systems.

Concerning the change in the contribution formula, the representative of the Director-General recalled that (i) it is the responsibility of the Director-General to offer an adequate system of social security for the staff, including medical insurance for the retirees meeting the conditions to maintain their participation in the Medical Benefits Fund; (ii) in most United Nations organizations the share between the employee and Employer contributions is 40/60 or even 33/67, as is the case in the United Nations Joint Staff Pension Fund; (iii) the global MBF contribution is reaching such a point that the staff and retiree contributions should now be alleviated to a possible extent.
