The Organization must continue to improve theclarity and consistency of the messages it delivers, the value of the content it produces for a diverse public, and the effectiveness of its dissemination.

Various practical solutions were proposed to improve the level of participation in co-hosted sessions: that venue countries should consider special arrangements to issue visas at the airport for meeting participants; that a clear road map for co-hosting arrangements should be prepared and made widely available; and that guidance should be provided not only for the preparation of meetings but also at postsession stages.

The Transformative Agenda 2012 agreed by principals of the Inter-Agency Standing Committee in December 2011 reflects these efforts; its key actions include: (a) agreement to deploy where deemed necessary by the principals a senior/emergency humanitarian coordinator within 72 hours of a “Level 3” response, with “empowered leadership” for up to three months to determine priorities and make the necessary decisions; (b) development of an inter-agency rapid response mechanism to ensure that capable and experienced leaders of operational agencies and clusters are deployed rapidly as necessary; and (c) enhancement of mutual accountability between the humanitarian coordinator, humanitarian country team, cluster coordinators and other cluster partners, based on a clear, concise, time-bound and results-oriented strategy to deliver.

Other reports have focused on contested or unclear areas of law, such as the relationship between human rights and humanitarian law, the circumstances in which the application of the death penalty is unlawful, and the legality of targeted killings.

Although CFC consumption for MDIs was nil, the Government of Colombia and the health authorities were concerned about the MDI sub-sector and requested funding for the development of an MDI transition strategy that will establish a clear schedule for import substitution of CFC-MDIs, regulations that will promote and support the phase-out of these products, and a programme that will raise physician awareness and patient acceptance of alternatives to CFC-MDIs.

The creation and deployment of peacekeeping operations must be based on clear, credible and achievable mandates matched with the necessary resources; clear objectives with well-defined time limits, as wellas benchmarks and transition and exit strategies; an integrated approach that included early peacebuilding in peacekeeping mandates, as well as an emphasis on national ownership and national capacity development; the commitment of all parties to achieve a peaceful solution to the conflict; and a public information strategy to ensure that the parties to the conflict and the population at large understood the objectives of the peacekeeping operation and perceived that they had ownership of the operation and the mandate.

Other issues raised included prioritizing work on particular topics; clearly defining timetables for the completion of work; rationalizing the volume and contents of documents; and making greater use of informal consultations for resolving controversial issues and of drafting groups for finalizing texts.
