The recent decision of the ILO to ease its own measures against Myanmar in light of progress on forced labour should open the way to an early reinstatement of GSP by the EU.

To this end, efforts will be made to support the design and implementation of national policies to promote an equitable and inclusive process of development, enhancing regional capacity to collectively address crucial existing and emerging challenges, through the promotion of regional integration initiatives, advances in intraregional trade and investment, the development of an integrated transport and communications infrastructure, and the facilitation of trade and transport.

Acknowledging that good governance at the national and international levels and sustained and inclusive economic growth, supported by full employment and decent work, rising productivity and a favourable environment, including public and private investment and entrepreneurship, are necessary to eradicate poverty, achieve the internationally agreed development goals, including the Millennium Development Goals, and realize a rise in living standards, and that corporate social responsibility initiatives play an important role in maximizing the impact of public and private investment

As argued in a report to the General Assembly at its sixty-fourth session (A/64/350), the response to the climate change threat must have multiple prongs: strongly addressing the mitigation challenge head on in ways that are supportive of sustainable development; promoting inclusive economic growth in developing countries as a key means of building resilience and adaptive capacities; urgently increasing international financial and technical support for the adaptation of developing countries, especially vulnerable countries; strengthening institutions at the local level to manage resource scarcities and environmental stresses peacefully; and strengthening the United Nations and other international institutions to be able to provide effective humanitarian, reconstruction and development support to countries faced with climate-related disasters and longer-term impacts.

Recognizing the continued importance of good governance along with national ownership of policies and strategies, and recalling the commitment to promoting effective and efficient economic and financial institutions at all levels, which are key determinants of long-term, sustainable and inclusive economic growth and development, as well as to accelerating the collective recovery from the crisis, including through improved transparency, eradication of corruption and strengthened governance

The purpose of the note is not to provide a full analysis in this regard, but rather to offer some elements for experts from diverse countries to use as a basis for a discussion on the matter in seeking to identify a variety of public sector responses to foster development both in the short term (overcoming the crisis) and in the medium and long terms (achieving sustainable and inclusive growth in the post-crisis era).

UNICEF provides secretariat services to SWA and will host the first high-level meeting of ministers of finance and development cooperation on this issue.
