Ignorance was a hindrance to the improvement of the poor people’s living standard because they were under the discrimination and outside of the circle of development process.

Regarding paragraph 81 (3) and discrimination between boys and girls in accessing education, Burundi recalled that such discrimination had been eliminated and that a cultural education programme was underway in order to eliminate any remaining parental reticence.

Article 40, paragraph 1, of the Constitution of Guyana provides that every person in Guyana is entitled to the basic right to a happy, creative and productive life, free from hunger, disease, ignorance and want.

Belgium ventures therefore tosuggest that the Commission either delete this provision, or explicitly limit its scope, both in the text of the provision and in its commentary, by replacing, for example, the end of the provision, from the words “are governed by special rules of international law ...” with “are governed by special rules of the organization applicable to the relations between the international organization and its members”.

Most respectfully, I believe, however, that this requires a much higher profile, and I will continue to discuss this and other matters relating to national reconciliation with the Liberian authorities in due course, including the establishment of an archive where all the documents of State are housed and safeguarded.

With a certain modesty and aware of the great historical, cultural, religious and political differences existing between our respective regions, even within them, I draw on the changes in my own country to mention seven points.

In conclusion, Sir Brian underscored that the Security Council is a lively and constructive body in which decisions on relatively obscure matters can potentially build upon each other, thereby generating substantive progress over time.
