In closing, as noted during the statement delivered by the State of Kuwait on behalf of the Arab Group during the recent Security Council debate on the situation in the Middle East, including the Palestinian question, which was held on 14 April 2010, I wish to reiterate that Israel’s illegal practices in the Occupied Palestinian Territory reveal the height of impunity and hypocrisy by the occupying Power, which, as illustrated by the recent military order and other colonization practices, is clearly seeking to displace and expel more Palestinian civilians from their own homeland, while at the same time transferring more and more Israeli settlers to the West Bank, particularly to settlements in and around East Jerusalem, in grave breach of international humanitarian law, all blatantly before the eyes of the international community and in flagrant defiance of the will of the international community, as expressed in countless resolutions and statements.

It is one in which Israel continues to act with flagrant impunity, sabotaging peace initiatives and causing further suffering to the Palestinian people under its occupation.

Furthermore, the Trident project of the United Kingdom of Great Britain and Northern Ireland to build a new generation of nuclear-armed submarines and the announced policy of France to modernize all branches of its nuclear forces, including producing new nuclearpowered ballistic missile submarines, by spending more than 350 billion euros until 2020, are all flagrant violations of international law, namely obligations under article VI of the Treaty and the 1995 decision on principles and objectives for nuclear disarmament and non-proliferation as well as the commitments made by the nuclear-weapon States at the 2000 and 2010 Review Conferences.

In that regard, the Security Council has a vital role to play in compelling Israel to abide by, and end its flagrant breaches of, international law.

The increasing number of casualties over the past several months among Azerbaijani civilians residing in the front-line areas represents yet another piece of evidence testifying to Armenia’s apparent disregard of its obligations under international law and in the context of the ongoing conflict settlement process.

Indeed, by so brazenly carrying out these home demolitions, Israel is seriously calling into question its credibility as a partner for peace and its commitment to a resumption of peace process negotiations according to the well-known terms of reference.

Rather than pursuing this decidedly provocative path, Turkey should heed the call of the international community and act in a constructive spirit to create the necessary conditions for reaching a viable solution to the Cyprus problem, in accordance with the agreed basis for such a solution, endorsed by numerous Security Council resolutions.

The Palestinian Authority has strongly condemned these acts of Israeli piracy and views this flagrant aggression and this impunity as a direct consequence of the international community’s silence and its inability to put an end to Israel’s flagrant acts of aggression and its violations of international law, international humanitarian law and human rights law.

Moreover, its actions constitute a blatant defiance of the authority of the Security Council, which has made continuous calls — inter alia, in its press statement of 15 December and its resolution 1860 (2009), adopted on 8 January 2009 — for an immediate ceasefire between Palestinians and Israelis.

The Azerbaijani side is brazenly attempting to distract the international community’s attention from the reality on the ground by shifting the responsibility for its own militaristic actions and ceasefire violations on others and sparing no effort in portraying them as aggressor.

It is also a blatant violation of the sanctity and integrity of Lebanon’s territory and its sovereignty over the occupied Shab’a Farms and of Security Council [...] [...]

Assessing the scale of this human disaster, the Human Rights Council adopted on 11 August 2006 a resolution condemning the Israeli military operations in Lebanon, described as “gross and systematic human rights violations”.

These flagrant practices run counter to [...] [...]

It is also self-evident, whatever might be its theoretical validity, from the experience of the Horn of Africa, that the lack of compliance with the rule of law in the domestic domain is invariably associated with flagrant disregard for, and lack of compliance with, rules of international law governing inter-state relations.

The violations committed during the electoral process were so flagrant that the Commission électorale nationale indépendante (CENI) suspended the electoral results for Masisi territory and submitted the case to the Supreme Court.
