The majority of recommendations had been identified as constructive and target-oriented, and many of the recommended measures had already been incorporated in plans of action and were at different stages of implementation.

Publications issued during the period covered by the present report include the proceedings of the March 2006 international Workshop on Cobalt-rich Crusts and the Diversity of Distribution Patterns of Seamount Fauna, the proceedings of the May 2003 Workshop on the Establishment of a Geological Model of Polymetallic Nodule Resources in the Clarion-Clipperton Fracture Zone (CCZ) of the Equatorial North Pacific Ocean, and ISA Technical Study No. 4, entitled “Issues associated with the implementation of article 82 of the United Nations Convention on the Law of the Sea”.

It noted that by providing a regional environmental baseline and a better understanding of the ecosystem structures and functions in the representative network of areas of particular environmental interest, the proposed environmental management plan for the Clarion-Clipperton Zone might assist contractors in fulfilling their obligations with respect to the evaluation of impact assessments of their activities and the establishment of preservation and impact reference zones.

At its meeting during the fifteenth session, the Commission concluded that to prevent future irreversible damage to the marine environment, and taking into account its mandate under article 165, paragraphs (d), (e) and (h), of the Convention, and regulation 31(2) of the Regulations on Prospecting and Exploration for Polymetallic Nodules in the Area, the development of polymetallic nodule resources in the Clarion-Clipperton fracture zone demanded a rational and comprehensive environmental management plan for the region as a whole, based on the best available scientific knowledge.

Having examined 33 C/DR.28 (submitted by the United Republic of Tanzania, Angola, Botswana, Democratic Republic of the Congo, Lesotho, Mauritius, Mozambique, Namibia, South Africa, Swaziland, Zambia, Zimbabwe) which promotes the culture of maintenance as an intersectoral activity and requests a budget allocation of $150,000 from the regular programme of Major Programmes I, II and V and/or extrabudgetary resources, the Commission recommended that the General Conference invite the Director-General to endeavour to identify extrabudgetary funds for implementing the proposed activity.

Sustained UNV efforts resulted in the drafting and/or the adoption of legislative frameworks or policies in support of volunteerism and the establishment or implementation of national volunteerism laws, schemes, programmes, networks or strategies in 33 countries, including in Africa (Benin, Burkina Faso, Cape Verde, Kenya, Mali, Mozambique, Namibia, Senegal, Tanzania, Togo, Zambia), Asia and the Pacific (Bangladesh, Cambodia, India, Indonesia, Nepal, Solomon Islands, Sri Lanka, Thailand, Vietnam), the Commonwealth of Independent States (Bosnia and Herzegovina, Kazakhstan, Kyrgyzstan, Ukraine) and Latin America and the Caribbean (Bolivia, Brazil, Colombia, Dominican Republic, El Salvador, Guatemala, Honduras, Nicaragua, Peru), thus contributing to the strengthening of national voluntary sector capacity.

The Meeting took note of the intention of the Authority to convene a workshop to further a proposal aimed at developing a regional environmental management plan for the Clarion-Clipperton Zone in the Central Pacific, which was the prime area of interest for polymetallic nodules.

It also noted that the goals of the management plan for the ClarionClipperton Zone included the maintenance of regional biodiversity, ecosystem structure and ecosystem function, together with the application of the principles of integrated ecosystem-based management.

In November 2010, the secretariat of the Authority convened a workshop to further review the proposal and obtain the best possible scientific and policy advice on the formulation of an environmental management plan for the Clarion-Clipperton zone (see sects. II.J.2 and II.J.3 below).

The secretariat of the International Seabed Authority, in its contribution, highlighted the fact that the scientific criteria on the basis of which the proposal related to the environmental management plan in the Clarion-Clipperton Zone was made (see paras. 58 and 154 above) were similar to the Convention on Biological Diversity criteria (see paras. 162 and 163 above) and those set out in the FAO International Guidelines (see para. 41 above), such convergence ensuring a consistent approach.

During the Authority’s workshop on the results of the project to develop a geological model of polymetallic nodule formation in the Clarion-Clipperton zone (see part XVI), held in December 2009 in Kingston, a number of experts recommended that a market-oriented study be commissioned to help the international community to assess the economic potential of trace elements contained in sea floor deposits.

In that statement, the Council welcomed the positive evolution of the situation in Guinea and recalled the responsibility of States to comply with their relevant obligations to end impunity after the violence committed on 28 September 2009 and its aftermath in Conakry, in the context of the submission of the report of the International Commission of Inquiry (S/2009/693, annex).

The Republic of Azerbaijan rejects any suggestion that Daghlyq Garabagh and Nakhchyvan had ever belonged to Armenia in the past and that these territories had been allegedly “detached and handed over to Azerbaijan” by the Soviet authorities only in the 1920s.
