The overall aim of the Integrated Strategic Framework for the Democratic Republic of the Congo is: (a) to forge a shared vision of how the United Nations can assist the Government and the people of the Democratic Republic of the Congo to end the long-lasting conflicts in the eastern part of the country, to consolidate peace in other areas, and to accelerate nationally the process of recovery and development; (b) to translate this vision into a single, coherent strategic framework that has clear objectives and priorities, taking full account of the Government’s own goals as reflected in the poverty reduction strategy and its priority action plan, and the Stabilization and Reconstruction Plan for eastern Democratic Republic of the Congo; and (c) to strengthen United Nations coordination and management mechanisms to ensure the cohesive implementation of priorities in keeping with the principle of “delivering as one”.

The following speakers made statements: Mr. Petko Draganov, Deputy Secretary-General of UNCTAD; the representative of Cuba, speaking on behalf of the Group of 77 and China; the representative of Nepal, speaking on behalf of the Least Developed Countries (LDCs); the representative of Bangladesh, speaking on behalf of the Asian Group; the representative of Egypt, speaking on behalf of the African Group; the representative of Belgium, speaking on behalf of the European Union; the representative of the Dominican Republic, speaking on behalf of the Group of Latin American and Caribbean Countries (GRULAC); the representative of the United States of America; the representative of China; the representative of Turkey; the representative of Lesotho; the representative of France; the representative of Ethiopia; the representative of Thailand; the representative of the Bolivarian Republic of Venezuela; the representative of Yemen; and the representative of Angola.

Courage and leadership is needed at this critical juncture in our region to ultimately end this prolonged tragedy and bring peace and security to the Palestinian and Israeli peoples with the achievement of a lasting, comprehensive peace based on the two-State solution of an independent, sovereign and viable State of Palestine, living side by side in peace and security with Israel on the basis of the 1967 borders, and the achievement of a just solution to the problem of the Palestine refugees in accordance with resolution 194 (III) of 1948.

The recosting reflected in the report of the Secretary-General on the effect of changes in rates of exchange and inflation on the proposed budgets of both the International Criminal Tribunal for Rwanda and the International Tribunal for the Former Yugoslavia for the biennium 2010–2011 (A/64/570) reflects the impact of the latest data on actual inflation, the outcome of salary surveys, the annual cost-of-living adjustments, the movement of post adjustment indices in 2009 and the effect of the evolution of operational rates of exchange in 2009.

Subsequently, Albania, Angola, Argentina, Australia, Bangladesh, Belgium, Benin, Bulgaria, Burkina Faso, Burundi, China, Congo, the Democratic Republic of the Congo, Denmark, Djibouti, the Dominican Republic, El Salvador, Estonia, Guatemala, Iceland, India, Ireland, Israel, Italy, Japan, Kenya, Kyrgyzstan, Mali, Morocco, Poland, the Republic of Korea, the Republic of Moldova, Romania, Rwanda, Senegal, Spain, Thailand, the former Yugoslav Republic of Macedonia, Turkey, Ukraine, the United States of America and Zimbabwe joined the co-sponsors.

At this critical period in the Middle East, particularly with regard to the long and tragic question of Palestine, the Non-Aligned Movement reaffirms its intention to continue to lend its support and actively contribute in every possible way to achieve a just, comprehensive and lasting peace in the Middle East based on all relevant United Nations resolutions, the terms of reference of the Madrid Conference, the principle of land for peace, the Arab Peace Initiative and the road map.

Subsequently, Albania, Algeria, Andorra, Belgium, Bosnia and Herzegovina, Burkina Faso, Colombia, Cuba, Denmark, Estonia, Greece, Guatemala, Iceland, Indonesia, Israel, Italy, Japan, Jordan, Kenya, Kyrgyzstan, Maldives, the Netherlands, Nicaragua, the Niger, Poland, Qatar, the Republic of Korea, the Republic of Moldova, Senegal, South Africa, the former Yugoslav Republic of Macedonia, Thailand, Tunisia, the United States of America and Venezuela (Bolivarian Republic of) joined the co-sponsors.

Since the last periodic report (1995) on the implementation of the Convention, the following 28 States have become party to the Convention: Barbados, Bolivia, Botswana, Canada, China, Colombia, Costa Rica, Denmark, El Salvador, Equatorial Guinea, Eritrea, Honduras, Kazakhstan, Kyrgyzstan, Latvia, Lithuania, Paraguay, Portugal, Republic of Moldova, Rwanda, Serbia and Montenegro, Seychelles, South Africa, Sri Lanka, the former Yugoslav Republic of Macedonia, Uruguay, Uzbekistan and Zimbabwe; of those 28 States the following 16 States have joined the Protocol: China, Colombia, Costa Rica, Denmark, Dominican Republic, El Salvador, Honduras, Kazakhstan, Latvia, Lithuania, Panama, Paraguay, Republic of Moldova, Serbia and Montenegro, the former Yugoslav Republic of Macedonia and Uruguay.
