With regard to the rights of gays, lesbians and transsexuals, and the legislation that recognized the rights of couples cohabiting and couples of the same sex, Uruguay reported on the new law on adoption guaranteeing this right for these couples and on the bill on gender identity.

The representative of Romania stated that withholding or obstructing in any way the consultative status of non-governmental organizations with valuable contributions to the Council and to society in general ran contrary to the general principle of anti-discrimination and diversity as enshrined not only in resolution 1996/31 and the decisions of the Council in 2006 and 2007 that recognized the importance of lesbian, gay, bisexual and transgender non-governmental organizations and their contribution to the work of the United Nations, but also to articles 2 and 26 of the International Covenant on Civil and Political Rights and ultimately to the Charter of the United Nations.

At its sixty-second session, the General Assembly requested the Secretary-General to update the compilation of decisions of international courts, tribunals and other bodies referring to the articles, and to invite Governments to submit information on their practice in that regard; also requested the Secretary-General to submit that material well in advance of its sixty-fifth session; and decided to further examine, within the framework of a working group of the Sixth Committee, the question of a convention on responsibility of States for internationally wrongful acts or other appropriate action on the basis of the articles (resolution 62/61).

The Republic of Azerbaijan has repeatedly stated that, despite ongoing political efforts towards the earliest resolution of the conflict on the basis of the generally accepted norms and principles of international law, the policy and practice of the Republic of Armenia, the occupying Power, implemented inter alia through various illegal activities in the occupied territories of Azerbaijan, clearly testify to its intention to secure the annexation of these territories (see, for example, the most recent document circulated by Azerbaijan: A/64/760-S/2010/211).
