Older persons often live in older dwellings that are not adapted to their needs, and they frequently face obstacles to moving about in their communities.

In 1968 a decision was made to construct a new building, financed by the sale of an older building (currently the headquarters of the World Trade Organization (WTO) and a loan from the Fondation des Immeubles pour les Organisations Internationales, a Swiss agency whose funds come from various types of rentals (vacant premises, car parks, conference rooms, etc.).

This reduction has been partly offset by an increase in the charges and maintenance related costs for the new building, the New Conference Hall (starting second half of 2013) and the modernization/renovation/projects for the older buildings, such as lake-water cooling systems and other upgrades or replacements of technical installations.

The Government has also embarked on a S$5.5 billion project to retrofit older public housing blocks with lifts that stop at every floor.

The revenue and expenses offset each other10 and correspond to the depreciation of the “immovable” property, as stipulated in IPSAS 23 (revenue from non-exchange transactions).

It rests on the principle that all costs incurred in executing an extrabudgetary project funded from voluntary contributions must be budgeted for and charged to that project, except for indirect fixed costs (such as depreciation costs of buildings in which staff assigned the extrabudgetary projects work) that are neither budgeted for nor reimbursed to the regular programme, in accordance with the HLCM principled decision.

That this Council urges the Government to comprehensively review the West Kowloon Cultural District development project, consider the ‘software’ contents before planning the cultural facilities, extend the deadline for submission of development proposals, openly and thoroughly consult the cultural sector, professional bodies, the real estate sector, the Legislative Council, the public and relevant organizations, and uphold the ‘people-oriented’, ‘partnership’ and ‘community-driven’ principles put forward by the Culture and Heritage Commission for the West Kowloon development in formulating a development and operation plan that is open, fair and proper; and in the process of development, the Government should also facilitate a partnership between developers and the cultural sector, so as to allow the latter to participate in the planning and future operation of the facilities in the district.
