In general, the State party should take the necessary practical steps to eradicate stereotypes regarding the position of women in society in general, and with regard to Roma women in particular.

Areas identified for further improvement and refinement were the need to reduce still further personnel costs in relation to programme costs, the definition of a public information strategy, the need to highlight better the contribution of extrabudgetary funds to the realization of principal and other objectives of each major programme, the elimination of superannuatedprojects and improvements in context mapping which would also help to identify the comparative advantages of the Organization vis-à-vis other actors.

Asset management has not been a priority, demonstrated by the lack of guidance and advice provided to relevant mission asset personnel, resulting in engineering asset database errors, lack of identification of excess stock, slow moving or obsolete stock and appropriate action to ensure the stocks are properly managed, and lack of support with codification and classification to ensure a consistent description of assets, thus ensuring homogenous recording of the assets in the database.

Provision of needle exchange and counselling services, and methadone treatment to injecting drug users has increased.

While this was originally done to protect minority students from ethnically based violence, it tended to deepen the dividing lines between the different ethnicities, reinforce stereotypes and nullify reconciliation efforts.

In section III, paragraph 5, of its resolution 64/230, the General Assembly reiterated the need for the Secretary-General to ensure the compatibility of technologies used in all duty stations and to ensure that they are user-friendly in all official languages; and in paragraph 6 of the same section, it requested the Secretary-General to complete the task of uploading all important older United Nations documents onto the United Nations website in all six official languages on a priority basis, so as to ensure that these archives are also available to Member States through that medium.

These include weak rule of law that has made it difficult to enforce contracts; widespread corruption; the high cost of importing new capital equipment that hampers production; extremely high transport costs as a result of poor infrastructure, expensive road tolls and antiquated vehicles; and, crucially for most industries, shortages and unreliability of electricity supply.

The only issue we have experienced is the challenge of running some of the older educational applications which were not designed for use over this type of network and these minor issues are now all being ironed out.

(c) At a micro level, i.e. in individual places of deprivation of liberty in the broadest sense, the causes include the condition of infrastructures and services, which range from run-down to totally inhumane; overcrowding; the precarious employment and living conditions of the staff working in these places; the tendency to use authority arbitrarily; widespread corruption; and a lack of external oversight.

The physical characteristics ofolder vessels may make it almost impossible to install technological advances that protect workers, and constraints placed on new vessel construction do not allow modern construction methods to be used.
