In light of decision XIX/6 of the Nineteenth Meeting of the Parties, the Secretariat had requested UNEP and UNIDO to consider alternative non-ODS blowing agents, namely HFC-245fa and n-pentane.

The company intended to undertake a demonstration project to convert to use of a HFC refrigerant (HFC-407 and/or HFC-410a) and an ODS-free blowing agent (HFC or hydrocarbons).

The Executive Committee took note of the status of the study on financing the destruction of unwanted ODS and the timetable for its completion, as presented by the World Bank.

The Seventh Meeting of the Parties decided through decision VII/11 to encourage national standards organizations to identify and review those standards which mandate the use of ozone-depleting substances in order to adopt where possible ODS-free solvents and technologies, and also to adopt an illustrative list of laboratory uses.

A number of reservations were expressed by one member, who pointed out the lack of data showing that sufficient stockpiles of unwanted ODS existed in those countries, as well as lack of information on future funding which the project might entail.

With regard to the seized shipments, the World Bank was unable to provide the information requested by the Secretariat, but had been advised that these were not reported as consumption and would be included in the quantity proposed for destruction of unwanted ODS.

In particular the Executive Committee noted the progress made by Colombia towards the successful implementation of the CFC national phase-out plan, the initiation of stage I of the HCFC phase-out management plan and the implementation of other projects such as the conversion of the only metered-dose inhaler manufacturer in the country, the substitution of CTC as a process agent, the demonstration projects on chillers and supercritical CO

It also plans to stop the venting of CFCs during purging and flushing, to minimize and eliminate uncontrolled emissions of ozone depleting refrigerants through better maintenance practices, leak prevention and CFC recovery and recycling through training of refrigeration service technicians; to stimulate the development of a network for information sharing throughout the sector that will hopefully lead to an increase in the use of non-CFC equipment and technology and non-CFC coolants; to introduce regulations and mandatory codes of good practices in refrigeration.

For Canada, those covered the terminal phase-out management plan for ODS in the refrigeration and air-conditioning sector in Saint Lucia and the terminal phase-out management plan for Annex A Group I substances in Uruguay; for Italy, the umbrella project for terminal phase-out of ODS in the solvent sector in the Democratic Republic of Congo, the phase-out of methyl bromide as a soil fumigant in Morocco, and the terminal CTC phase-out project in Serbia; and for Spain, the phase-out of methyl bromide in horticulture in Libyan Arab Jamahiriya.

At the parallel programme, experts reviewed the depth and breadth of what constitutes accessibility, benefited from the States’ and survivors’ experiences as concerns accessibility and exchanged experiences on the application of the Cartagena Action Plan as concerns accessibility.

In the supplementary information provided to the Advisory Committee, the Secretary-General states that one of the lessons learned with regard to compliance missions was that, irrespective of the professional competence of the individual compliance officers, when dealing with Chief Security Officers at the P-5 or senior P-4 levels or debriefing designated officials at the level of D-2 or above, a P-3 compliance officer has neither the seniority nor the field experience to be credible.

Procurement processes are now under way for a main contractor to undertake this land release and a Demining Programme Office to provide quality control and assurance, and community confidence building measures.
