Such support included effective ocean governance, which was a global issue that required the efforts of governments in the Asia-Pacific region, and in distant nations dependent on fishing, to better regulate fishing and help combat illegal, unregulated and unreported fishing.

NEAFC had addressed most of the major concerns identified by the review panel, including the adoption of conservation and management measures for all major fisheries, the adoption of new port State control measures, the creation of a pan-North Atlantic list of illegal, unreported and unregulated fishing vessels, and the closure of areas to protect vulnerable marine ecosytems.

Training was also provided to assist in the implementation of the FAO Code of Conduct for Responsible Fisheries, fisheries livelihood programmes and large marine ecosystem projects, and to address the impact of illegal, unreported and unregulated fishing and destructive fishing practices on marine habitats and biodiversity.

New Zealand observed that the capacity-building needs of Tokelau included stock assessment and scientific research; data collection and reporting; monitoring, control and surveillance; port State measures; development of fisheries for straddling fish stocks and highly migratory fish stocks; human resource development; and the sharing of information, including information on vessels and illegal, unreported and unregulated fishing activities.

Flag States need to practise responsible fishing and control their vessels, while port States must not contribute to illegal, unregulated and unreported fishing by letting such catches enter their ports and reach the market.

These conditions must be addressed if governance is to be enhanced, outcomes improved and inroads made to prevent, deter and eliminate illegal, unreported and unregulated fishing.

We welcome the enhanced integrated measures to combat illegal, unreported and unregulated fishing, and we are pleased to note the consistent measures being taken to enhance controls by flag States and to increase the effective measures implemented by port States.

Uruguay had stressed the need for transparent and participatory decisionmaking processes in the development of the FAO Model Scheme on Port State Measures to Combat Illegal Unreported and Unregulated Fishing (FAO Model Scheme) and in the second joint meeting of tuna regional fisheries management organizations.

SEAFO also published an authorized vessel list and an IUU vessel list on its webpage, which were updated annually.

The procedures relating to the WCPFC negative vessel list provided for the adoption of non-discriminatory measures, including prohibiting commercial transactions, imports, landings and trans-shipments involving illegal, unreported and unregulated fishing vessels and encouraging traders, importers, transporters and others involved to refrain from transactions in species covered by the WCPFC Convention which were caught by vessels on the negative vessel list.

In that regard, the international community reaffirmed the commitment to urgently reduce the capacity of the world’s fishing fleets to levels commensurate with the sustainability of fish stocks; to promote the full participation of small island developing States in regional fisheries management organizations; to assist small island developing States in developing their fisheries sector, including through capacity-building, so as to facilitate a greater level of participation in high seas fisheries; to further strengthen the capacities of small island developing States to carry out monitoring and implement enforcement measures to combat illegal, unreported and unregulated fishing, and overfishing; and to urge the mainstreaming of efforts to assist small island developing States with other relevant international development strategies, with a view to enhancing international coordination.

Mozambique supported such activities, as flag State controls had proven ineffective to date in controlling illegal, unreported and unregulated fishing, but it noted that some of the more developed countries that were espousing strong measures against illegal, unreported and unregulated fishing were also prominent offenders.

Measures to combat illegal, unreported and unregulated fishing, taken over many years, included trade measures applicable to members and non-members.

Greater efforts are also needed to strengthen the reference to oceans by highlighting: (a) the importance of the links between fisheries and food security; (b) the dangers of ocean acidification; (c) healthy coral reefs and the need to address coastal vulnerability; (d) the dangers of illegal, unreported and unregulated fishing practices and destructive fishing practices; and (e) the importance of emphasizing the precautionary approach.

Mauritius stated that all vessels engaged in fishing and related activities required a licence, and licences were not issued to vessels involved in illegal, unreported and unregulated fishing activities.

NEAFC has assisted the South East Atlantic Fisheries Commission in setting up its operations and hosts its vessel monitoring system database, and has arrangements with the Northwest Atlantic Fisheries Organization and the South East Atlantic Fisheries Commission to create pan-Atlantic illegal, unreported and unregulated vessel lists between the three organizations.

NEAFC had two main tools to combat IUU fishing that were part of its scheme of control and enforcement, namely the blacklisting of vessels under flags of non-Contracting Parties to NEAFC and a port state control system, which controlled the landings of frozen fish into foreign harbours in the NEAFC Convention Area.

Upon receiving notification from CCAMLR, NAFO and SEAFO of vessels that had engaged in IUU fisheries, the NEAFC secretariat was also required to place the non-Contracting Parties vessels on its permanent list.
