UNESCO’s long-standing expertise and knowledge base in specific climate-related areas noted above cannot be used in a vacuum – an integrated approach is essential to address the range of environmental, economic, social, educational, informational, attitudinal and behavioural issues involved and to respond to the needs of developing countries, and in particular the special needs of Africa, and to address the gender equality dimension.

Therefore, how to seek a potential physical, spiritual or cultural environment beyond the material, becomes a sticking point for the architect “creating from nothing”.

Most of the interventions are targeted at specific elements identified by Member States as a requirement to meet their international commitments (A/66/6 (Sect. 23), para. 23.10).

The majority of recommendations had been identified as constructive and target-oriented, and many of the recommended measures had already been incorporated in plans of action and were at different stages of implementation.

From the replies received, the Working Group was encouraged to note that some Governments had carried out investigations into the allegations made and taken measures, including enacting new legislation, conducting legal reform, introducing policies and services, such as health-related services, to better protect and assist women, including women victims of violence, developing national plans of action, prosecuting and punishing perpetrators of violence, introducing targeted measures for the promotion of women’s rights, making efforts to guarantee the full enjoyment of human rights by women, including through gender-sensitive budgeting, and improving public awareness-raising activities to promote gender equality and the advancement of women in accordance with relevant international standards.

The need to better orient professional staff to broad issues in development and poverty alleviation and to enhance their capacity to link UNESCO’s programme interventions to the UNDAF agenda in a meaningful fashion is manifest.

A peer review mechanism just established by the Conference of States Parties to the United Nations Convention against Corruption links the monitoring of implementation to targeted technical assistance and the exchange of good practices and experiences in implementation.

To ensure that capacity development and technical assistance to be provided to the Member States are effective, targeted and relevant, UNESCO will provide an analysis of the national educational needs and priorities, identify gaps and options for improvement in terms of data, policies, capacities, finance and donor coordination and propose remedial, supportive measures in response to national policies and priorities.
