Whether it be in matters of independent internal oversight, transparent recruitment to the very top echelons, or results-based management, UNESCO can pride itself in the fact that, in design and implementation, it has gained a head start in many areas.

In the context of revitalizing the role of the Conference on Disarmament, we must recognize that many of the central objectives in the field of disarmament can be achieved at the international level only through negotiations within the Conference, such as negotiations on a nuclear-weapons convention aimed at a total ban on nuclear weapons, with the year 2025 as the appropriate time frame for the realization of a nuclear-weapon-free world through such negotiations, and negotiations on crafting a legally binding international instrument that provides non-nuclearweapon States with unconditional assurances against the use or threat of use of nuclear weapons, pending the realization of nuclear disarmament.

(c) The 2010 Review Conference, in accordance with the Final Document of the 2000 Review Conference, should call on Israel to accede unconditionally to the Treaty as a non-nuclear-weapon State and place all its nuclear facilities under comprehensive IAEA safeguards, inasmuch as those steps are essential to the establishment of a nuclear-weapon-free zone in the Middle East.

The States members of the Rio Group, as part of the first densely populated area declared a nuclearweapon-free zone through the Treaty of Tlatelolco about 40 years ago, welcome the convening of the Second Conference of States Parties and Signatories to Treaties that Establish Nuclear-Weapon-Free Zones and Mongolia to consider ways and means to enhance consultations among States parties and signatories, treaty agencies and other interested States, with the aim of promoting coordination and convergence in the implementation of the provisions of these treaties and in strengthening the regime of nuclear disarmament and non-proliferation.

At the 8th meeting, on 14 October, the representative of Brazil, on behalf of Argentina, Bolivia, Brazil, Brunei Darussalam, Chile, Colombia, Costa Rica, Cuba, the Dominican Republic, Ecuador, Guatemala, Haiti, Indonesia, Mexico, Mongolia, New Zealand, Panama, Papua New Guinea, Peru, South Africa and Venezuela (Bolivarian Republic of), introduced a draft resolution entitled “Nuclear-weaponfree southern hemisphere and adjacent areas” (A/C.1/63/L.40).
