The additional requirements were mainly attributable to (a) international staff ($908,200), owing primarily to an actual average vacancy rate of 8.3 per cent compared to the budgeted rate of 10 per cent, and higher-than-budgeted common staff costs; (b) national staff ($1,025,200), owing to an actual average vacancy rate of 1.2 per cent compared to the 7 per cent rate reflected in the budget and a revised national staff salary scale that took effect on 1 October 2010, in addition to increased national staff grade levels as a result of a post classification exercise (see paras. 22 and 23 below); and (c) air transportation ($1,142,700), owing mainly to higher-than-budgeted contract costs for the rental and operation of fixed and rotarywing aircraft, and higher aviation fuel costs.

The accountability system cannot possibly eliminate all blunders by the Government, nor can it remedy the various shortcomings of the political system.

And, despite all these acute and unexpected difficulties, Mr TUNG and his team have still tried to reverse the situation by adopting various policy approaches with an innovative mindset, in the hope of revitalizing the economy and restoring people's confidence.

This time, when the expansion of the accountability system has caused an uproar, he still blindly believed that public opinions tended to fluctuate drastically, still thought that spinning could reverse the course of events, and that the path could be cleared by holding a firm stand for a week.

The forces of the United Nations Mission in Liberia will consolidate their locations and bases, shifting to a more mobile posture and working within the reduced strength of the military component of the Mission, in order to provide a security umbrella throughout the country, support the national security forces, conduct joint exercises with the new army, undertake inspections of inventories of weapons and ammunition obtained by the Government in accordance with the exemptions to the United Nations arms embargo for use by the national police, undertake cordon and search operations to retrieve illegal weapons, protect key United Nations and Government locations and installations and conduct regular air and ground patrols, in particular along the borders and in other high-risk areas.
