Considering that the world is facing major global changes: accelerating environmental degradation, loss of biodiversity, water scarcity, pollution, and emerging impacts of a changing climate and recognizing that all of these challenges impede efforts to eradicate poverty and achieve an equitable society, we commend the Director General’s support of developing nations, the role of women in science, and the future of our planet.

Indeed, by adopting the Declaration on the midterm review of the Almaty Programme of Action, they had given renewed hope to the millions of people who dreamed of being able to transport their products as far as the sea and store them securely; to circulate their goods without restrictions; to exploit fully those sectors where they had a competitive advantage; to benefit from the opportunities offered by their full participation in global trade; and, lastly, to participate in, and enjoy all the benefits of, globalization, thereby escaping from the poverty imposed on them by the geographical situation of their country.

It should address four key sets of issues: (i) good governance, democracy, the rule of law, respect for human rights, the promotion of gender equality and the role of civil society; (ii) coherence of public policies to promote development objectives; (iii) the establishment of favourable national policies and conditions to mobilize domestic resources and leverage international resources for development, to be complemented by increased quality and effectiveness of aid and by tapping innovative sources and mechanisms of financing for development; and (iv) taking into account the changes in the world economy since 2001, an increasing share of assistance to least developed countries should be provided by emerging economies.

In section V, paragraph 11, of the same resolution, the General Assembly requested the Secretary-General to seek a more effective strategy to fill current and future language post vacancies at all duty stations in a timely manner, took note of paragraph 92 of the report of the Secretary-General on the pattern of conferences (A/63/119 and Corr.1), and also requested the Secretary-General to hold the competitive examinations for the recruitment of language staff referred to in that paragraph, as well as other examinations beyond 2009, well in advance so as to fill current and future language post vacancies at all duty stations in a timely manner, and to inform the Assembly at its sixty-fourth session of efforts in that regard.
