The report of the Secretary-General on the fall of Srebrenica, while also underscoring “the gulf between mandate and means”, went on to question “the pervasive ambivalence within the United Nations regarding the role of force in the pursuit of peace” and “an institutional ideology of impartiality even when confronted with attempted genocide” (see A/54/549, para. 505).

It is with the deepest regret and remorse that we have reviewed our own actions and decisions in the face of the assault on Srebrenica.

We also note the rising tensions related to municipal elections in October, in particular in Srebrenica and Mostar, and call on leaders from all parties and ethnic groups to refrain from divisive rhetoric that increases tensions and instead serve the interests of all people and promote reconciliation.

A prime lesson of Srebrenica, the Secretary-General noted, was that “the United Nations global commitment to ending conflict does not preclude moral judgments, but makes them necessary” (see A/54/549, para. 506).

During the reporting period, I issued three decisions: the first was to lift an earlier High Representative ban on an individual removed in July 2005 that prevented him from being a candidate for elections or from holding certain executive offices; the second and third decisions repealed an earlier High Representative decision of 10 July 2007 to seize travel documents of certain individuals in relation to investigations concerning genocide in and around Srebrenica.

The tragedy of Srebrenica will haunt our history forever.

a prosperous, free and unified Bosnia and Herzegovina is the most worthy monument to those who lost their lives at Srebrenica, and the best guarantee against such a tragedy ever repeating itself”.

Another unpleasant reminder is in order here: Ratko Mladić, the chief executioner of the genocide in Srebrenica, is still at large.

It is our fervent hope that this time we will not need to have a new generation of reports on regrettable operations and major failures — such as those that followed the tragedies in Rwanda and Srebrenica — before we seek solutions to the new challenges besetting us.

However, as pointed out in the reports on Rwanda and Srebrenica cited above (S/1999/1257 and A/54/549), too often Governments have been unwilling to share such information or assessments with the United Nations in a timely manner.

I am glad that a few speakers today noted that the Serbian parliament has passed the resolution on Srebrenica.

The United Nations assessment reports on its performance in relation to the Rwandan genocide (see S/1999/1257) and the fall of Srebrenica (A/54/549) were candid in this regard.

Our heart goes to their families along with sincere hope that all of them will find the remains of their loved ones and that all those responsible for the genocide in Srebrenica will be brought to justice.

In both Rwanda and Srebrenica, the United Nations had peacekeeping forces and other personnel on the ground, as has been the case in several other places where egregious crimes relating to the responsibility to protect have occurred.

Mladić’s capture means that he will now have to answer to victims for his alleged crimes, including the genocide at Srebrenica, Bosnia and Herzegovina, in 1995.

Mr. Tolimir is charged with genocide, conspiracy to commit genocide, crimes against humanity and violations of the laws or customs of war committed between July and November 1995 against Bosnian Muslims in Srebrenica and Žepa.

Immediately following this, the prosecution presented evidence relating to the final component of the indictment concerning the crimes of July 1995 in Srebrenica.

The General Assembly welcomed, in particular, the assistance that the International Commission on Missing Persons has been extending to the International Tribunal for the Former Yugoslavia in numerous cases, including those concerning the fall of Srebrenica in 1995.

The truth about Srebrenica and other shameful episodes of the war has been well established by the International Court of Justice and the International Criminal Tribunal for the Former Yugoslavia through criminal investigation, forensic research and testimony scrutinized and tested at war-crimes trials.

In the commentary,40 the Commission refers to pronouncements made by the United Nations Secretary-General in connection with the report of the independent inquiry into the acts of the United Nations during the 1994 genocide in Rwanda, and his report on the fall of Srebrenica (A/54/549) expressing “regret” and “remorse” at the failings of the United Nations.

The declaration on Srebrenica adopted by the National Assembly of the Republic of Serbia is a clear signal of the support of my country to Bosnia and Herzegovina and of our readiness to confront the past and take political responsibility for the future and well-being of the region.

The twentieth century was marred by the Holocaust, the killing fields of Cambodia, the genocide in Rwanda and the mass killings in Srebrenica, the latter two under the watch of the Security Council and United Nations peacekeepers.

Related to that was the reburial yesterday, on the sixteenth anniversary of the genocide in Srebrenica, of an 11-year-old boy, Nesib Muhić, and his 15-year-old brother Hasib, who were among the 613 newly identified bodies.
