Currently, its main task is to support the development of the market economy whilst combating all the causes of poverty in the world.

While noting that, in the past decade, some progress has been achieved in realizing the Millennium Development Goals, we express concern at the unevenness of the progress towards achieving the goals and targets both regionally and thematically, in particular Goal 3 on promoting gender equality and empowering women, Goal 5 on improving maternal health, including achieving universal access to reproductive health, and Goal 6 on combating HIV/AIDS, malaria and other diseases, as well as the objectives encompassed within the gender equality-related dimensions of all the other Millennium Development Goals.

The European Union believed that a more determined effort must be made to fight poverty and HIV/AIDS, which were synonymous with denial of rights; the economic, social and cultural rights must be more vigorously promoted through legislation; torture and other cruel, inhuman or degrading treatment or punishment had to be firmly condemned; and all human rights defenders, whom it hailed for working in the face of considerable risk, should be strongly supported.

We also hope this decision and the Western Shoshone struggle can be used to encourage and strengthen other peoples’ struggles to protect their spirituality, the lands, resources and their rights as indigenous peoples.

In building on the progress already made, it is our common responsibility to promote the fight against racism, racial discrimination, xenophobia and related intolerance — scourges that persist in all of our countries and threaten the foundations of our democratic societies, namely, the rule of law and respect for human rights.

The 2001 World Conference against Racism, Racial Discrimination, Xenophobia and Related Intolerance (WCAR), held in Durban, South Africa, was a landmark event in the struggle to improve the lives of millions of human beings around the world who are victims of racial discrimination and intolerance.

However, despite all efforts to break their spirit, the students’ recent defence of the right to education was a victory for all the people of Puerto Rico.

On the basis that (a) the United States reservation is correctly interpreted as a narrow reservation focused on the use of incendiary weapons against biological weapons, or similar counter-proliferation, facilities that require high heat to eliminate the biotoxins, in the interests of preventing potentially disastrous consequences for the civilian population, (b) the United States reservation is not otherwise intended to detract from the obligation to take all feasible precautions in the choice of means and methods of attack with a view to avoiding, and in any event to minimising incidental loss of civilian life, injury to civilians and damage to civilian objects, and (c) the object and purpose of the Protocol can properly be said to be to protect civilians from the collateral damage associated with the use of incendiary weapons, the United Kingdom would not object to the reservation as contrary to the object and purpose of the Protocol.69 36.

The United States has represented that the reservation is intended to only address the highly specific circumstances such as where the use of incendiary weapons is a necessary and proportionate means of destroying counterproliferation targets, such as biological weapon facilities requiring high heat to eliminate biotoxins, and where the use of incendiary weapons would provide greater protection for the civilian population than the use of other types of weapons.

A successful fight for the colony’s independence was in the interests not only of the Puerto Rican people but also of the vast majority of the people of the United States of America.
