Reaffirming that everyone has the right to freedom of thought, conscience and religion or belief, which includes the freedom to have or to adopt a religion or belief of one’s choice, and the freedom, either alone or in community with others and in public or private, to manifest one’s religion or belief in teaching, practice, worship and observance,and,in this regard, reaffirming that the freedom to manifest one’s religion or beliefs may be subject only to such limitations as are prescribed by law and are necessary to protect public safety, order, health, or morals or the fundamental rights and freedoms of others

In tribute to the courage and commitment of those men and women who served the United Nations, I now invite the General Assembly to stand and observe a minute of silence.

In conclusion, my delegation pays tribute to all the men and women in uniform who have served and who continue to serve in United Nations peacekeeping operations, and we commend their dedicationand courage.

I owe a special debt of gratitude to all of UNMIK’s staff — those who will continue to work for UNMIK after the 30 June and, in particular, those whose tenure with UNMIK has ended or will end during the next three months — for the dedication, professionalism and commitment they have demonstrated during their tenure with UNMIK.

In conclusion, I would like to thank my Special Representative and all the men and women of the Mission for their dedication and professionalism in carrying out their tasks under often difficult circumstances.

The President also recalled that the States Parties have expressed satisfaction with the performance, efficiency, professional competence, responsiveness and dedication of the ISU and that there was general agreement among the Task Force members on the need to review the financing model of the ISU, in order to make it sustainable and predictable, and to achieve more equitable burden sharing.

The European Union believed that a more determined effort must be made to fight poverty and HIV/AIDS, which were synonymous with denial of rights; the economic, social and cultural rights must be more vigorously promoted through legislation; torture and other cruel, inhuman or degrading treatment or punishment had to be firmly condemned; and all human rights defenders, whom it hailed for working in the face of considerable risk, should be strongly supported.
