Transit centres were cement structures properly built and not timber structures as those in the old-style Temporary Housing Areas.

(b) Draw up regulations for the migrant holding centres, in order to harmonize the way in which they operate and thus ensure that persons detained in such centres have access to adequate living conditions, information, legal aid and medical care, and also that non-governmental organizations offering support have access to such centres.

One third of the projects were implemented by non-governmental organizations, 15 of which related to domestic violence (funded by the Fund from 2003 to 2005): opening shelter houses for women and children who are victims of violence, SOS telephones, training of experts for working with victims of violence and offenders, programmes of economic empowerment of impoverished rural women, additional qualifications for women who are victims of violence.

More recently the Monitoring Group has obtained credible information and evidence that some ARDUF forces have recently been hosted and trained in Eritrea under the auspices of Lieutenant Colonel “Hatsaynet”, Chief of Military Intelligence for the Eastern Zone (see S/2011/433, paras. 262 (e) and 274), and Major “Debesay”, an Eritrean military intelligence officer active in the Southern Red Sea region.

The Committee, noting the information provided by the State party that the national basic livelihood security system is under review in relation to the “duty to support” standard or wealth standard and universal access to the system, urges the State party to conclude the review expeditiously and guarantee access to the system for persons that have not completed a minimum period of stable living, including the homeless and those living in shelters.

However, the Committee is concerned about allegations that such information is not provided to migrant workers in some migrant holding centres, or not provided systematically, especially in the case of persons in such centres who opt for voluntary repatriation.

Sanitation and latrine facilities in transit centres and emergency accommodation in Interim Housing provided by HD are of similar standard to public rental housing estates and are accessible to persons with disabilities.
