Some participants however recognized the long-term validity of document 31 C/4 strategic objectives beyond the framework of 2007 and recommended UNESCO should identify what could realistically be expected to be achieved in a medium-term perspective – given the limited means at the disposal of the Organization – and distinguish them from long-term strategic objectives, whose outcomes are unlikely to be attained in a six-year period.

That problem could only be fully solved by increasing resources to support its work, but the Subcommittee was also aware that much could be done by reordering its own methods to make better use of the time and resources at its disposal.

The phenomenon had many damaging effects, including breakdown of the personal resolve of drug users, enslavement of vulnerable young people who fell under the control of criminal gangs; corruption of State officials, and human rights violations committed by Governments tempted by simplistic and strictly repressive solutions.

We call on the Council to consistently use the tools at its disposal, which include referring situations to the International Criminal Court, as was recently done with the situation in Libya; mandating commissions of inquiry, as proposed in the Secretary-General’s latest report on the protection of civilians in armed conflict (S/2010/579); or imposing targeted sanctions.

Ms. Fraser-Moleketi also probed the elements that are necessary for effective public service delivery, namely (a) an appropriate institutional structure; (b) well-defined roles and responsibilities; (c) a clear system of procedures, regulations and coordination to facilitate local-level development; (d) development of human capacity, skills, knowledge and competencies; and (e) explicit accountability systems and an appropriate local discretionary budget.

In addition to those issues affecting the sustainability of programmes, policymakers do not have at their disposition sufficient literature incorporating globally accepted methodologies to provide support for decisions relating to the cost and feasibility of certain telehealth practices.

They are entitled to labour protection and to working conditions consistent with the requirements of safety and hygiene, and they have the right to remuneration not less than the legally established minimum wage, to the legal minimum of social protection and to State assistance to improve occupational qualifications; the use of child labour is prohibited.
