Specific activities that assisted countries in relation to terrorism targeted at food products included: (a) capacity-building (training courses, projects) concerning food safety, animal and plant health, including promotion of risk analyses and developing base-level capacity to ensure national ability to monitor, diagnose, report and respond to pest and disease outbreaks; (b) the standard setting work of the Codex Alimentarius Commission and the International Plant Protection Convention; (c) the establishment of a Food Chain Crisis Management Framework for prevention, early warning, preparedness and response to food chain crises caused by transboundary animal and plant pests and diseases, food safety threats and emergencies, as well as nuclear and radiological threats and emergencies; and the organization of international forums to discuss biological risk management in relation to food and agriculture.

That kind of consultation, by contributing to the transparency of pragmatic and budgetary choices, could be more consistent with the role of the National Commissions, improve task sharing between Headquarters and field offices and ensure better use of decentralized financial and human resources.

International Pen was also concerned about the existence of “blasphemy” laws, under which a number of writers and publishers had been charged and imprisoned and sentenced to death, and indicated that it would continue to call for the release of those imprisoned under such legislation.

Even though governments still have a preference for local satellite operators, we believe that they will recognise the benefits of an open market and hence will eventually allow foreign operators to enter these markets without restrictions.

According to Rule 17.42A(1) of the GEM Listing Rules, any controlling Shareholders and their associates or, where there are no controlling Shareholders, Directors (excluding independent nonexecutive Directors) and the chief executive of the Company and their respective associates (as defined in the GEM Listing Rules) shall abstain from voting in favour of the resolution to approve the General Mandate and such resolution shall be voted on by way of a poll.

The data contained in the wallcharts include, for the rural areas, size and rate of growth of the rural population, size of the agricultural population, agricultural area and cropland, forest area, irrigated areas, access to improved water and sanitation, economically active population in agriculture and fertilizer use; and for the urban areas, size and rate of growth of the urban population, land area occupied by human settlements, urban population living in slums, access to improved water and sanitation, carbon dioxide emissions, concentrations of particulate matter in the air, employment in industry and services, gross domestic product, motor vehicles in use and consumption of energy.

The Executive Secretary informed the Commission about the steps the secretariat had initiated to strengthen the resultsoriented focus of its technical cooperation work, which included: (a) larger, longerterm and better aligned capacity development projects, with emphasis on improved performance through strengthened results-based management; (b) a resource mobilization strategy that provides a framework for a more proactive approach to partnerships and donor relations, and the establishment of a Partnerships and Resource Mobilization Section; (c) continued efforts to strengthen relations with partners through meetings with a number of member States and donor agencies; and (d) enhanced engagement with some private sector counterparts as partners in promoting and delivering capacity development.

(k) If any question shall arise at any meeting of the Board as to the materially of the interest of a Director (other than the Chairman of meeting) or as to the entitlement of any Director (other than such Chairman) to vote or be counted in the quorum and such question is not resolved by his voluntarily agreeing to abstain from voting or not be counted in the quorum, such question shall be referred to the Chairman of the meeting and his ruling in relation to such other Director shall be final and conclusive except in a case where the nature or extent of the interest of the Director concerned as known to such Director has not been fairly disclosed to the Board.

Furthermore, experts highlighted the particular challenges facing small island developing States and the need to ensure that countries with high forest cover with low rates of deforestation benefited from schemes to reduce emissions from deforestation and forest degradation.

(25) The debate also highlighted other themes which should be taken into account in the preparation of document 33 C/5: freedom of expression in the Internet age; safety of journalists; development of guidelines for access to information; policies on public domain information; the role of libraries and archives in building knowledge societies (also proposed as a theme for new intersectoral cooperation); continuation of the Memory of the World Programme as a flagship activity; reflection and guidelines on the use of open source software; capacity-building in communication and information and training of media professionals; public service broadcasting; development of community multimedia centres; and development of diverse and multilingual local content.

As the Council’s meeting addresses the issue of nuclear-weapon-free zones, NAM reaffirms the need for the speedy establishment of a nuclear-weapon-free zone in the Middle East in accordance with Security Council resolution 487 (1981) and paragraph 14 of Council resolution 687 (1991) and the relevant General Assembly resolutions adopted by consensus; and, pending its establishment, NAM demands that Israel, the only country in the region that has not joined the Treaty on the Non-Proliferation of Nuclear Weapons or declared its intention to do so, renounce possession of nuclear weapons, accede to the Treaty without further delay, place promptly all its nuclear facilities under International Atomic Energy Agency fullscope safeguards according to Security Council resolution 487 (1981) and conduct its nuclear-related activities in conformity with the non-proliferation regime.

Notwithstanding the date on which the Agreement comes into effect, if from the date of this Agreement there is any repeal or amendment to the APCO (other than pursuant to the Government’s proposal to amend the APCO to cap the emissions of the Pollutants and to facilitate the use of emissions trading as described in a Legislative Council Panel on Environmental Affairs Paper reference CB(1) 418/07-08(07) dated 17 December 2007 (“Legislative Proposal”)) or any renewal of or change to any Specified Process Licence (other than to the amount of the Initial Cap or pursuant to the Legislative Proposal), which has a material effect on the Mechanism or HEC’s emissions performance or compliance with the Total Permissible Emissions, the Mechanism shall not apply to that Applicable Year and any subsequent Applicable Years until HEC and the Government have reached agreement as to the amendments to this Schedule that are required to give continued effect to the Mechanism.

In that context, there was a need for instituting a new international economic order that would put stability and development at the top of the agenda and reduce the predominance of finance over the real sector.

The successful contract would use land release processes in accordance with IMAS to confirm the presence of the minefields and accurately define their extent, fence them on all sides and then confirm that the other land within the designated area is free from ERW and safe for release to public use.

In this connection, Egypt, which hosted the International Conference in Support of the Palestinian Economy for the Reconstruction of Gaza early this month, renews its call for Israel to ensure the immediate, unconditional and sustained reopening of its crossing points with the Gaza Strip in order to allow for the movement of people, goods and reconstruction materials into Gaza, put an end to the continuously escalating humanitarian crisis, and rebuild what was destroyed.

(o) To carry on business as financiers, financial agents, capitalists, underwriters, (but not in respect of life, marine or fire insurance), concessionaires and brokers and to undertake and carry on and execute all kinds of financial, commercial, trading and other operations; to receive money or valuables on deposit at interest and/or upon such other terms as may be thought fit and to carry on all or any of the activities of a banker.

(c) That the Country had submitted annual implementation reports in the form of Appendix 4-A (“Format of Implementation Reports and Plans”) covering each previous calendar year; that it had achieved a significant level of implementation of activities initiated with previously approved tranches; and that the rate of disbursement of funding available from the previously approved tranche was more than 20 per cent; and (d) That the Country has submitted an annual implementation plan in the form of Appendix 4-A covering each calendar year until and including the year for which the funding schedule foresees the submission of the next tranche or, in case of the final tranche, until completion of all activities foreseen.

The majority of recommendations had been identified as constructive and target-oriented, and many of the recommended measures had already been incorporated in plans of action and were at different stages of implementation.

In addition, greater efforts must be made to generate a global strategy to prioritise and mainstream the development dimension into global processes, and in the relevant multilateral institutions in order to enable developing countries to benefit from the opportunities offered by globalisation and trade liberalisation, including through the creation of an enabling external economic environment for development which requires greater coherence between the international trading, monetary and financial systems that should be universal, open, equitable, non-coercive, rule-based, predictable and non-discriminatory.

The delegation of Nepal requested that the secretariat help least developed and landlocked countries to conduct analyses on key export and import products; introduce single windows and paperless trade and the promotion of public-private sector dialogue on the implementation of trade and transit facilitation measures; provide a platform to discuss issues of common concern, paying particular attention to least developed and landlocked countries; promote value chains for agricultural and forestry products, including under initiatives such as “one village one product” programmes; and disseminate information and provide capacity-building assistance on the certification of organic foods and sanitary and phytosanitary standards, accession to APTA and overall assistance in the formulation of appropriate trade and investment policies.

Accordingly, we welcome the efforts of the United Nations High Commissioner for Human Rights and the Human Rights Council’s adoption of a resolution on 12 January 2009, which, inter alia, calls for an immediate cessation of Israeli military attacks and demands the withdrawal of Israeli occupying forces from the Gaza Strip; demands that Israel, the occupying Power, lift the siege imposed on the Gaza Strip and open all border crossings to allow for access and the free movement of humanitarian aid; urges all parties to respect international humanitarian and human rights law and to refrain from violence against the civilian population; and decides to dispatch an urgent international fact-finding mission to investigate all violations of international human rights and humanitarian law by the occupying Power.

The resolution to be adopted by the Security Council on the cessation of aggression and war against Gaza must reiterate the need for the political process to continue under genuine and effective international supervision in order to ensure that an independent Palestinian State will be created within the 1967 borders and with Al-Quds Al-Sharif as its capital; that a just and agreed solution will be found to the issue of Palestinian refugees in accordance with General Assembly resolution 194 (III) of 1948; and that all detainees and prisoners will be released.

136 If any question shall arise at any meeting of the Board as to the materiality of a Director's interest or the significance of a contract, arrangement or transaction or proposed contract, arrangement or transaction or as to the entitlement of any Director to vote or form part of a quorum and such question is not resolved by his voluntarily agreeing to abstain from voting or not to be counted in the quorum, such question shall be referred to the Chairman of the meeting (or, where question relates to the interest of the Chairman, to the other Directors at the meeting) and his ruling (or, as appropriate, the ruling of the other Directors) in relation to any other Director (or, as appropriate, the Chairman) shall be final and conclusive except in a case where the nature or extent of the interests of the Director concerned (or, as appropriate, the Chairman) as known to such Director (or, as appropriate, the Chairman) has not been fairly disclosed to the Board.

Target groups supported within the framework of state housing policy include lessees deprived of privatisation rights during the ownership reform, children and young people without parental care, disabled people, elderly people, families with many children, persons released from prison and persons under probation supervision, homeless people, cooperative societies and communities, and specialists dealing with planning and development of residential environment.

The Advisory Committee had commented in more detail on disciplinary issues in its report on investigations pursuant to General Assembly resolution 62/247 (A/63/492) and would address the issue of delegation of authority for disciplinary matters in the field in its forthcoming report on the administration of justice.

Given the regional dimension of the conflict, I reiterate the recommendation in my report on the situation of children and armed conflict in Chad (S/2008/532) that the respective United Nations country teams in the Sudan, Chad and the Central African Republic, as well as UNAMID, UNMIS, the United Nations Mission in the Central African Republic and Chad (MINURCAT) and the United Nations Peacebuilding Support Office in the Central African Republic (BONUCA) peacekeeping and political missions, dedicate the required resources to ensure that mechanisms are in place for information exchange and cooperation on cross-border child protection concerns such as the recruitment, release and reintegration of children.
