At its resumed sixty-fourth session, in June 2010, the General Assembly decided to appropriate to the Special Account for UNDOF the amount of $50,702,600 for the period from 1 July 2010 to 30 June 2011, inclusive of $47,806,900 for the maintenance of the Force, $2,452,400 for the support account for peacekeeping operations and $443,300 for the United Nations Logistics Base; also decided to apportion among Member States the amount of $50,702,600, subject to a decision of the Security Council to extend the mandate of the Force; further decided that there should be set off against the apportionment among Member States their respective share in the Tax Equalization Fund of $1,631,500; and decided that the increase of $69,200 in the estimated staff assessment income in respect of the financial period ended 30 June 2009 should be added to the credits from the unencumbered balance and other income in the amount of $1,933,400 (resolution 64/281).

Upon enquiry, the Committee was informed that the financing for the construction of an additional floor at ECA is to be provided by UNAMID and the Office in an amount of $1,000,000, based on a cost-sharing ratio of 15 per cent and 85 per cent, respectively.

Under IAS, the costs of benefit plans must be allocated to the periods in which employees render the services which entitle them benefits under the plan.

Lastly, the Board recommended the approval of funding for the costsharing arrangement for the use of the new administration of justice system.

However, in the case of peacekeeping operations, the increase in unpaid assessments is directly related to the higher level of assessments in 2010, as assessments for the last half of the 2009/10 peacekeeping fiscal year could be issued only at the start of 2010 after the General Assembly’s decision on new rates of assessment.

The Committee recalled that, in its resolution 44/197 B, the General Assembly had endorsed the proposal by the Committee on Contributions concerning revised assessment procedures for non-member States that are full participants in some of the activities financed by the regular budget of the United Nations.
