I do not need to labour the point, nor to dwell on the present crucial stage of our constitutional development.

Mr Deputy President, at a time when the Hong Kong Government is becoming more open and there is a motto of "Hospital without walls" for the Hospital Authority, I urge the Hospital Authority to listen and accept with an open mind the views and criticisms of people within and outside the Authority.

President, I really hope that the Government can give us a sensible and humane explanation, telling us why no answer is given despite so many Honourable colleagues having spent so much time and effort speaking on this topic and holding a debate on it every year.

With regard to their closed attitude, as evidenced by their unwillingness to listen to the opinions of other people as well as those in the sector, we feel extremely dissatisfied.
