The research literature contains many examples of situations where teachers were given the time and resources to meet together to solve a problem or learn about new curricula or pedagogical practices but where this aim was thwarted by norms of politeness and the absence of challenge.

Moreover, even though most of the members serving on those three investigation panels are well-equipped with the professional expertise and experience relating to the construction works and management of public housing estates, given the extensive involvement and the unusual complexities of the incidents relating to Tin Chung Court and Yuen Chau Kok, and that the three panels comprise only a total of 12 members and are not vested with any statutory powers to summon various key persons to appear in the hearings, would it not be possible that they might have failed to hit the bull's eye?

All these measures are only futile attempts failing to tackle the root of the problems, and they can in no way resolve the serious conflicts in society.

The Government should really mend the fold before it is too late and respond positively to the seven proposals put forward by the cross-party coalition to provide the public some form of relief, rather than offering some ineffective measures like those suggested in the policy address.
