As noted in the relevant reports of the Advisory Committee on Administrative and Budgetary Questions (A/64/753 (para. 8), A/64/660 (para. 26) and A/64/660/Add.12 (para. 16)), the Committee was concerned at the fact that several functions that could be considered backstopping functions had been transferred from sections at Headquarters to UNLB and consequently moved from the support account for peacekeeping operations to the budget of UNLB, making it difficult for the Assembly to get a picture of the totality of resources dedicated to a particular function or business process that backstopped peacekeeping.

(b) Development of a World Heritage Education programme, the target group of which are 12-16 years old students, within the framework of the UNESCO Special Project “Young People’s Participation in World Heritage Preservation and Promotion”, through workshops diffusing already available materials: the practical manual Introducing Young People to Heritage Site Management and Protection (adapting an activity initiated in 2002 in Petra by UNESCO and ICCROM to the case of Jerusalem) and the World Heritage in Young Hands Kit in Jerusalem secondary schools.

It shall provide the Regional Centre with relevant UNESCO publications and other pertinent material, and shall disseminate information on the activities of the Regional Centre via the UNESCO website and other newsletters and mechanisms at its disposal.

Among the recommendations were that UNRWA must: impress upon donors that its core budget was not an administrative black hole but the key to running its educational programmes and thus should be seen as an investment in the future of the Palestine refugees; exploit all funding opportunities; enlarge its donor base for the core budget, to which only a small number currently contributed — a point to which he had drawn attention in Cairo at a meeting of Arab League ministers whose countries gave welcome support to specific projects and emergency appeals but not to the core budget; expand its partnerships with non-State actors such as foundations and other institutions in the private sector; and continue to be cost-effective in conducting its programmes through better planning, implementation and oversight.

During their visit, the Working Group found that the challenges faced by people of African descent in Portugal related mainly to their lack of recognition as a specific group in the national policy and legal framework; the lack of recognition of their positive contribution throughout history to the construction and development of the country; the lack of qualitative and quantitative disaggregated data by racial or ethnic origin; the existence of a circle of poverty, unequal access to education, public services, employment, as well as discrimination in the administration and functioning of the justice system; existence of racial profiling and police violence; underrepresentation in political and institutional decision-making processes, as well as the lack of special measures or affirmative action policies in Portugal for people of African descent or other minorities.
