In recognition of the interlinked nature of growing levels of crime and violence in the region fuelled by the illicit movement of drugs, guns and ammunition, it should be recalled that CARICOM leaders in 2007 established crime and security as the fourth pillar of the region’s integration.

However, the development achievements and years of hard work by the developing and least developed countries have been negated since the outbreak of the financial crisis, which they neither caused nor instigated.
