Four such lessons were highlighted by different delegations: (a) that economic growth was a prerequisite and basis for overall development of productivity capacity and sustainable growth; (b) developing infrastructure services and building links across sectors were persistent challenges for countries at all levels of development; (c) harmonious social and economic development required well-designed and effective policy pursued in a pragmatic fashion; (d) opening up to international economic forces posed both opportunities and challenges which necessitated effective international cooperation, but that countries also needed sufficient policy space to effectively manage the integration process.

Our activities: (a) developing tools and techniques for monitoring, information management and communication; (b) providing these to human rights organizations and national human rights institutions; (c) building the capacity of the human rights community to master and adapt these tools and techniques to their specific needs through training and other activities; (d) supporting human rights organizations to set up and strengthen their information systems; (e) improving human rights advocacy and reporting techniques; (f) expanding human rights outreach and network capacity; and (g) providing a centre of excellence on methods and techniques for human rights.

Members considered that it would be useful to have a common understanding of the systems in place to follow up delays and therefore a report on those systems and procedures by the Secretariat would be helpful in order to ensure that the Executive Committee had all the information available to see what, if any, further studies and analysis would be needed in that area.

These reviews constitute a forum for dialogue and consultation among civil society organizations and make an even greater case for effective ownership of education policy by local authorities and communities.

Cuba supports the adoption of a programme of work in the Conference on Disarmament, and has said on various occasions that it is prepared to negotiate in parallel a treaty which eliminates and prohibits nuclear weapons, a treaty prohibiting the arms race in outer space, a treaty providing effective security assurances for States which, like Cuba, do notpossess nuclear weapons, and a treaty which prohibits the production of fissile material for nuclear weapons or other nuclear explosive devices.
