FSS actively participates in these forums on behalf of UNHCR with the aim of contributing its experience, ensuring that policies are fully harmonized, and ensuring that they reflect the specific realities of UNHCR’s mandate and operating environment.

Upon enquiry, the Advisory Committee was provided with additional information on the opportunity costs of implementing the project and running the secondary data centre in-house for the period from 1 July 2009 to 31 December 2011, including: the diversion of skilled staff from priority departmental and enterprise initiatives to constitute a dedicated project team for the migration project; the additional administrative and managerial burden related to the recruitment of individual contractors for temporarily replacing those staff and ensuring sufficient transfer of knowledge for continuity of regular operations; the additional administrative burden on the Procurement Division and the Office of Information and Communications Technology for procuring equipment and software and adapting the funding provided by the General Assembly to accommodate purchase rather than lease of ICT equipment for the data centre; and the additional responsibility for the management of the ICT assets.

(b) The second level (master’s degree programme) provides in-depth specialist training and the development of knowledge, faculties and academic methodology and research skills, culminating in the award of a master’s degree and a master’s diploma, which entitle the holders to enrol in a course of study leading to a candidate’s degree and to employment according to the area of specialization studied and qualifications obtained.

Within the policy framework set out by the Code and related instruments, the role of private-sector certification systems, such as those of the Marine Stewardship Council and others, have already been significant in incentivizing better fishing practice and in requiring certification of fleet operations and their management regimes, chain of custody controls and guarantees to customers.

It is also clear by now that the limitations of the Peacebuilding Commission stem from its very nature as a non-operational and advisory body based in New York, which include: (a) working through operational actors in the field who are deriving their respective mandates from different legislative sources; (b) non-existence of quantifiable peacebuilding outcomes; and (c) difficulty to assess the credibility of peacebuilding processes within a limited time frame.

The Representative indicated that the resolution also requested the Codex Alimentarius Commission to give full consideration, when establishing standards, guidelines and recommendations, to resolutions of the Health Assembly that are relevant in the framework of its operational mandate and urgently complete its ongoing work on addressing the risk of microbiological contamination of powdered infant formula; to establish appropriate microbiological criteria on E. sakazakii and other relevant microorganisms in powdered infant formula; and to provide guidance on safe handling of the product.

Concrete follow-up initiatives have included the organization of specific training sessions with a view to stimulating decision- and policy-makers to enact the right of universal online access to public and government-held records, to identify and promote repositories of information and knowledge in the public domain and to make them accessible to all, as well as to undertake the preservation and digitization of public domain information held by governments.

During this session, the SHS and SC Commissions examined the resolution proposed in document 35 C/COM SC/DR.1 (submitted by: Austria, Belgium, Plurinational State of Bolivia, Burkina Faso, Congo, Democratic People’s Republic of Korea, Denmark, Djibouti, Dominican Republic, Finland, Iceland, Libya, Lithuania, Luxembourg, Madagascar, New Zealand, Netherlands, Norway, Palau, Papua New Guinea, Poland, Portugal, Samoa, Senegal, Slovenia, Sweden, Tuvalu, Uruguay; co-sponsored by: Barbados, Costa Rica, Germany, Kazakhstan, Latvia, Lebanon, Malaysia, Monaco, Pakistan, Solomon Islands, Suriname, and Zambia), requesting the Director-General to strengthen UNESCO’s specialized capacity on climate change, building upon UNESCO’s unique interdisciplinary profile.
