SBSTA invited the GCOS secretariat to report on progress made in the implementation of the updated plan on a regular basis, at subsequent sessions of SBSTA, and emphasized the urgent need to secure funding to meet the essential needs of global climate observations under the Convention on a long-term basis.

The latter includes strengthening national capacities to develop evidence-based policy reform plans and educational legislation; organizing EFA forums and collective consultations of civil society organizations; promoting policy dialogue and information exchange and publishing the EFA Global Monitoring Report; supporting programme action by the Institute for Statistics; and continuing support for the E-9 initiative and regional mechanisms such as parliamentary forums and the New Partnership for Africa’s Development (NEPAD).

This will be accomplished through the issuance of timely, high-quality reports on inspections, evaluations, internal audits and investigations, in accordance with applicable international standards and its mandate, as approved by General Assembly resolution 48/218 B.

Along with publications emanating from the education institutes, UIS and field offices, the GMR has been important for advocating evidence-based policy reform.
