The insatiable race undertaken by some to satisfy their own needs without any consideration for the needs of others and the excessive waste and gluttony of many nations in devouring finite resources without conscience not only jeopardize life itself, the also threaten our security and our very existence.

Cooperation as described in the chapter is often the only realistic way, for example, to prevent dissipation of assets, to maximize the value of assets (e.g. when items of production equipment located in two States are worth more if sold together than if sold separately) or to find the best solutions for the reorganization of the enterprise.

Serious and determined effort is required to achieve effective demand management since many (if not most) water users believe they have a right to use (and waste) water freely, without appreciating the impacts of wasteful water use on society and the environment.

Calls upon all recipient States to acknowledge that they have a mutual but differentiated responsibility towards societies affected by corruption, and to make every effort to achieve the repatriation of funds of illicit origin to the countries of origin in order to diminish the negative impact of non-repatriation on the enjoyment of human rights, in particular economic, social and cultural rights in the countries of origin by, inter alia, lowering the barriers imposed on requiring jurisdictions at the tracing stage, especially taking into account the risks of dissipation of those funds, and by delinking confiscation measures from a requirement of conviction in the country of origin

We note the irony of hearing these paternalistic prescriptions from the same countries that are unable to stem corruption and mismanagement within their own borders, where corporations recklessly squander trillions of dollars and a single buccaneer investor can make $50 billion — an amount greater than the combined annual budget expenditures of the entire Caribbean Community subregion — disappear into thin air.

Article 202 of the Criminal Code partly criminalizes the embezzlement, misappropriation or other diversion of property by a public official, referring to “any official or agent of the State, of a local authority, public institution or company in which the State or another public authority has acquired an interest or, more generally, any agent or official of a legal entity under public law who has embezzled, removed, misappropriated or dissipated public funds or equivalent effects, or items, securities, deeds or movable property that were in his or her possession by reason of, or in connection with, the performance of his or her duties” but not to the benefit derived from such illicit acts for another person or entity.

The search for new pro-growth policies that uphold social equity rather than individual enrichment and that nurture, rather than squander, national economic resources has to be based on a new economic strategy.

Following issuance of the authorization, on 31 March and 1 April 2012, a team composed of the Group of Experts and the Integrated Embargo Monitoring Unit inspected arms and ammunition at the Compagnie territoriale de Korhogo (CTK) under the command of Mr. Fofié.

In 20082009, these initiatives entailed very limited financial implications, principally for feasibility studies, the preparation of project proposals or selected pilot activities, including for the creation of a international Biomics (genomics, proteomics and bioinformatics) centre at the Weizmann Institute of Science in Rehovot proposed by the Israeli National Commission; the establishment in Tbilisi (Georgia) of a Caucasian Institute of Biotechnology; the development of the activity of the International JINR Benchmark Centre for training of young researchers from developing countries; the preliminary proposal by the Russian Federation for a UNESCO satellite science education project; the International Year of Chemistry in 2011 proposed by Ethiopia and other Member States; and the foundation of the IBSP cluster of UNESCO Chairs.

The Office of Internal Audit will focus its outputs on evaluating and improving governance, risk management and control processes by ensuring that (a) it has a clear mandate linked to organizational objectives and is supported by an independent, objective and well-functioning management structure with approved annual work plans; (b) it secures and retains the right quantity and quality of human resources in a timely manner to execute its annual work plans and fulfil its mandate; and (c) it is effective and efficient in applying (i) audit and investigation methodologies, including the use of supporting tools, technology and knowledge management approaches; (ii) operational management practices, including divisional and engagement management and performance monitoring; and (iii) quality assurance and continuous improvement.

They considered that in order for UNESCO science programmes to make a significant difference, the Organization should act as a facilitator of global, regional- and countrylevel science policy development by improving the base of relevant scientific research knowledge and communicating that knowledge, by promoting policy work and participating in formulating policy advice, as well as by building country capacity in policy making and scientific monitoring and benchmarking.

The Committee also recalls that UNTSO military observers assigned to the Israel-Lebanon and Israel-Syrian Arab Republic sectors have been placed under the operational control of the Force Commanders of the United Nations Interim Force in Lebanon (UNIFIL) and the United Nations Disengagement Observer Force (UNDOF) to assist them in the fulfilment of their tasks, since the establishment of the two peacekeeping missions; this is without prejudice to the continued functioning of UNTSO in the two sectors should the mandates of the peacekeeping forces lapse (A/66/6 (Sect. 5), paras. 5.66 and 5.67).
