During the course of time, our close teamwork has blossomed into a genuine friendship between Voith and Huatai.

I say with deep and sincere friendship for these two peoples who have suffered so much that the time has come to build peace for the children of Palestine and for the children of Israel.

At the outset, we wish to express once again our sincere and deepest condolences to and solidarity with the Government and people of Haiti, as well as to other nations and to the United Nations itself, for the massive loss of life and devastation caused by the earthquake that struck the capital of Haiti, Port-auPrince, and surrounding areas on 12 January, aggravating the country’s already fragile situation.

On 23 December, the members of the Council issued a statement to the press condemning in the strongest terms the terrorist attacks that occurred in Damascus, causing scores of deaths and injuries, and expressing their deep sympathy and sincere condolences to the victims of those heinous acts and to their families, and to the people of the Syrian Arab Republic.

( spoke in Arabic ): Before proceeding to the items on the agenda, I would like, on behalf of the General Assembly, to extend our deepest sympathy and heartfelt condolences to the Government and people of China for the tragic loss of life and damage that have resulted from the recent earthquake.

We also wish to express our sincere gratitude to the governing bodies for the support and interest shown in our work.

In conclusion, I would like to say to the Palestinian people with the deep and sincere friendship I hold for them: “Think of the Israeli mothers grieving for their family members killed in terrorist attacks.

Norway expressed sincere gratitude to OHCHR for its invaluable support in the universal periodic review process and to the President for his able leadership.

On 8 December, the members of the Council agreed on a statement to the press condemning terrorist attacks on 6 December in Kabul and Mazar-i-Sharif causing numerous deaths and injuries among Afghan civilians, and expressed their deep sympathy and sincere condolences to the victims of those heinous acts, and to their families, and to the people and Government of Afghanistan, and called on the Government to bring those responsible to justice.

Finally, I would like to join previous speakers in thanking all countries that have contributed troops to MINUSTAH and would like extend sincere thanks to the personnel of the Mission in Haiti for their dedicated work.

Expresses to the Special Rapporteur, Mr. Giorgio Gaja, its deep appreciation and warm congratulations for the outstanding contribution he has made to the preparation of the draft articles through his tireless efforts and devoted work, and for the results achieved in the elaboration of draft articles on the responsibility of international organizations.

Sincere thanks go also to the Special Representative of the Secretary-General for Haiti and head of the United Nations Stabilization Mission in Haiti (MINUSTAH), Edmond Mulet; the Deputy Special Representative of the Secretary-General, Resident Coordinator and Humanitarian Coordinator for the United Nations system in Haiti, Nigel Fisher; and their able team, as well as the whole United Nations country team, for their excellent support during the visit and for the valuable information and analysis provided during the numerous meetings organized for the Group.

Tribute should be paid to the courage and devotion shown in their work under the extremely dangerous conditions of war in Gaza.

(c) Following the kind offer from UNEP, IOC and APN, the organization of a regional workshop focusing on capacity-building and the technical and scientific aspects of the Regular Process would aim to share information about available assessments, data and knowledge of methodologies to be used in compiling and developing the first global integrated marine assessment.

That this Council urges the Government to comprehensively review the West Kowloon Cultural District development project, consider the ‘software’ contents before planning the cultural facilities, extend the deadline for submission of development proposals, openly and thoroughly consult the cultural sector, professional bodies, the real estate sector, the Legislative Council, the public and relevant organizations, and uphold the ‘people-oriented’, ‘partnership’ and ‘community-driven’ principles put forward by the Culture and Heritage Commission for the West Kowloon development in formulating a development and operation plan that is open, fair and proper; and in the process of development, the Government should also facilitate a partnership between developers and the cultural sector, so as to allow the latter to participate in the planning and future operation of the facilities in the district.

Focus will be placed on promoting systemic reform of secondary education curriculum as well as national policies for enhancing linkages between general secondary and vocational programmes, the emphasis being on life skills development for employability and effective citizenship.
