Half of the country’s budget was allocated to education and health-care services, which were mandatory as constitutional priorities and under a bilateral agreement on the use of funding from the United States.

The Committee is, however, concerned at the lack of information on allocation of resources for the implementation of the provisions of the Optional Protocol, in particular for research and data collection, criminal investigations, legal assistance and physical and psychosocial recovery measures for victims.

The Committee urges the State party to adopt emergency measures to combat the persistent problem of malnutrition in prisons, including by increasing the resources allocated to food for the prisoners and providing them with access to health care.

After a series of consultations concerning the need for a sustained engagement to respond to peacebuilding challenges, I approved, in January, a second Peacebuilding Fund allocation, amounting to $20 million, for the implementation of the revised priority plan, which was approved by the Peacebuilding Fund Steering Committee and endorsed by the Peacebuilding Support Office.

It contains a US $500,000 allocation for the Treasurer fees for the Committee’s consideration after taking into account the indicative breakdown of the US $500,000 annual fees for the provision of services by the Treasurer as a follow-up to Executive Committee decision 62/66(d), which requested the Treasurer to include in the accounts of the Multilateral Fund Secretariat an indicative breakdown of the US $500,000 annual fees.

As regards earmarking of regular programme funds for “cooperation for development”, for the purpose of generating extrabudgetary funds, the point was made that this should only entail modest funds and not be at the expense of other programme activities to be funded from the regular programme.

The total estimates of the costs for urgent proceedings and Case No. 16 amount to €5,163,600, which represents an increase of €2,598,900 compared with the appropriations under “Case-related costs” approved for 2009-2010.

As regards the projected cost structure for the triennium 2009–2011, core unit costs could rise slightly, based on the high and low estimates in the TEAP replenishment assessment; the impact of this trend on the administrative cost percentage would depend on the extent of the fall in project cost disbursements over that period.

The Subcommittee understands that its mandate has to be carried out with limited resources, and it undertakes to optimize the resources allocated in order to conduct the maximum number of field visits with delegations comprising the minimum number of members commensurate with the requirements and profiles of the countries to be visited.
