Indeed, in the general ranking of Transparency International, Qatar is ranked high among all countries in the fight against corruption, and it has placed first among Arab countries.

The discussions focused on two propositions from the participants: (a) a “constitutional transition” envisaging restoring constitutional order through the appointment of the current Interim President of the National Assembly as Interim President, the nomination by PAIGC of a Prime Minister other than Prime Minister Gomes Júnior, and the formation of a Government inclusive of all parties; and (b) a “non-constitutional transition” involving the dissolution of the National Assembly and the creation of a National Transitional Council, the appointment of a Transitional President and the formation of a National Unity Government led by a Transitional Prime Minister.

I am pleased to report that in three cases — the Đorđević case, the Stanišić and Simatović case, and the Stanišić and Župljanin case — the estimates from the last report (S/2010/413) have been maintained.

The Secretary-General states, however, that there is need for a comprehensive mobility policy that distributes the burden of peacekeeping equitably across the entire global Secretariat workforce; greater and more equitable job security for highperforming field staff; and a reconsideration of the current practice of the Secretariat to use the same process to select staff members for lateral reassignment, movement to a higher grade level and the recruitment qualified external candidates (A/66/679, para. 69).
