In accordance with the understanding reached in the Council’s prior consultations, I shall take it that the Security Council agrees to extend an invitation under rule 39 of its provisional rules of procedure to Mrs. Ngozi Okonjo-Iweala, Managing Director of the World Bank.

In a letter dated 9 November addressed to me, the SecretaryGeneral of the Frente Popular para la Liberación de Saguía el-Hamra y Río de Oro (Frente Polisario), Mohamed Abdelaziz, referring to the speech made by the King of Morocco, reiterated his position that the Saharan people should decide their future by means of a free referendum.

Also on the proposal of its Chairman, the Main Committee appointed Paul Oquist-Kelly, Minister of National Policy of Nicaragua and Special Adviser to the President of the General Assembly, to be Chairman-cum-Rapporteur of the Working Group, with the support of Maged Abdelaziz (Egypt) and Johan Løvald (Norway).

The Managing Director of the World Bank, Ngozi Okonjo-Iweala, also briefed the Council, stating that achieving the best results in peacebuilding required focusing on country context, partnership and accountability.

Regarding the recommendation that the Secretary-General provide an update regarding the filling of the position of Under-Secretary-General and Special Adviser on Africa, OIOS considers it to have been implemented, as the Secretary-General announced the appointment of Maged Abdelaziz (Egypt) as his Special Adviser on Africa on 8 March 2012.

The Committee recommends that the State party ensure full application of articles 21, 73, 74 and 120 of the Code of Criminal Procedure, guarantee the availability of interpretation services by training a greater number of sworn interpreters, and ensure that litigants from vulnerable population groups who do not speak Arabic, in particular the Amazigh, Sahraouis, Blacks, non-nationals, refugees and asylumseekers, may benefit from proper administration of justice.
