Belgium replaced Canada as coordinator of the Contact Group and called upon States Parties to become champions of universalization in their own regions of the world.

A host of concrete proposals were suggested to the coordinators of the Dialogue, such as: dialogue and networking among universities; dialogue among young scientists, involving UNESCO chairholders in dialogue activities; dialogue among student journalists and seasoned media practitioners from both regions; the holding of youth forums; reactivation of the Committee for the Translation of Literary Works and increase in the translation of Arabic works into European languages; a comparative study of school textbooks; dialogue involving professionals from cultural industries; the organization of an interregional conference on the image of Arab-Islamic culture in European history books.

Pursuant to paragraphs 4 (a) to (d) of resolution 60/180, 24 States had already been elected and/or selected as members of the Organizational Committee of the Peacebuilding Commission: China, France, Gabon, Mexico, Russian Federation, United Kingdom of Great Britain and Northern Ireland and United States of America selected by the Security Council; Australia, Brazil, Egypt, Guinea-Bissau, Morocco, Poland and Republic of Korea elected by the Economic and Social Council; Canada, Germany, Japan, Netherlands and Sweden selected by and from among the top 10 providers of assessed contributions to United Nations budgets and of voluntary contributions to United Nations funds, programmes and agencies, including a standing peacebuilding fund; and Bangladesh, India, Nepal, Nigeria and Pakistan selected by and from among the top 10 providers of military personnel and civilian police to United Nations missions.

Let me conclude my remarks by stressing our solidarity with the people of Guinea-Bissau and reaffirming the full commitment and openness of the Mozambican chairmanship of the CPLP to working closely with all relevant partners to find a lasting solution to the crisis in Guinea-Bissau.

Hence, Algeria welcomes the announcement made today by the Secretary-General and the three sponsors of the resolution on the Middle East adopted at the 1995 NPT Review and Extension Conference, in consultation with the States of the region, of the appointment of Mr. Jaakko Laajava as facilitator and of Finland as the host country for the 2012 conference on the establishment in the Middle East of a zone free of nuclear and all other weapons of mass destruction, in accordance with the action plan adopted at the 2010 NPT Review Conference.

They submitted that one of the reasons why they had to leave the Islamic Republic of Iran initially was that their father, who was a lawyer and Member of Parliament, had made many enemies in Afghanistan, who are now officials in the present Government, and they fear to be killed if returned, simply on the basis of their name.

Such persons do not receive a special pension if they continue to work in the same position after reaching pensionable age.

The new Constitution (ratified on 7 August 2008) guarantees civil and political rights and fundamental freedoms including, inter alia: the right to life; right to nondiscrimination; right to fair and public trials; protection from arbitrary detention; right to bail; freedom from forced confession; right to legal aid; prohibition of torture or degrading treatment; right to appeal; access to compensation for unlawful arrest or detention; right to vote (voting age reduced to 18) and to hold public office; freedom of opinion and expression; right to privacy; right to information; freedom of association; freedom of assembly; freedom of movement; and provision of special protection to vulnerable groups, including children, adolescents, elders, and people with special needs.

Finally, the ordinance prescribes political measures, such as a ban on holding political office for any person who exploited religion in the past, and establishes the inadmissibility of any proceedings brought against individuals or groups who are members of Algeria’s defence and security forces for actions undertaken to protect persons and property, safeguard the nation and preserve its institutions.

The Secretariat had been requested to seek legal advice in respect of the terms of the contract with UNEP as Treasurer, specifically focusing on the issue of the P5 position required under decision 42/42 approving a treasury fee for UNEP as Treasurer (decision 50/45(b) and (c)).
