(c) Continue to sensitize and educate parents, guardians and professionals working with and for children on the harmful effects of corporal punishment with a view to changing the general attitude towards this practice, and promote positive, non-violent, participatory forms of child-rearing and discipline as an alternative to corporal punishment.

The state pays social tax for a parent or step-parent of a child aged 3–16 and residing in Estonia and having a moderate, severe or profound disability or of a child aged 16–18 and having a severe or profound disability if such parent or step-parent resides in Estonia and is not employed and does not receive a national pension, and for a parent, guardian or caregiver residing alone in Estonia with whom an agreement of raising a child in the family has been concluded and who raises seven or more children under 19 years old and residing in Estonia.

The basic care provision contributes to the promotion of physical, intellectual, emotional and moral development and welfare of the child, to upbringing in a family, to the prevention of danger, the elimination of already existing danger, and the prevention of removal of the child from the family.

Please provide information on whether all categories of disadvantaged and marginalized individuals are covered by targeted social assistance, including vulnerable households, the Roma population, young persons who have left a residential institution and persons who have been released from places of detention.

It was also disconcerting that the resolution attempted to go beyond what was set forth in the Convention with regard to the responsibility of parents for the upbringing and development of their children.

In addition to the fundamental rights guaranteed in the Constitution, the Act further provides for the right to survival and development of children; right to name; right to nationality; right to health and health services, etc; right to privacy; right to parental care, protection and maintenance; right to a child in need of special protection measures; right of the unborn child to protection against harm, etc; right to parental property; right to social activities; rights to social activities; contractual rights of the child; right to opinion; right to education; child’s right to stay with parents; protection from harmful social and customary practices; right of child to be maintained and the right of children to legal aid in all cases.

(b) Staff in the Professional and higher categories and in the Field Service category, and staff in the General Service category considered internationally recruited pursuant to staff rule 4.5 (c), who are appointed or reassigned to a non-family duty station may be paid a non-pensionable additional non-family hardship allowance, unless the Secretary-General has exceptionally approved the presence of eligible dependants of the staff member at the duty station pursuant to staff rule 3.15 (a).

Previous employment or engagement in an activity equal to work is not required of an unemployed person who, for at least 180 days during the twelve months prior to registration as unemployed raised, as a parent or a guardian, a child of up to 18 years of age with a moderate, severe or profound disability, a child under 8 years of age or a child of 8 years of age until the child completed year one at school; or of a person who, for at least 180 days during the twelve months prior to registration as unemployed was under in-patient treatment, cared for a sick person, a person who is permanently incapacitated for work or an elderly person, or received a caregiver’s allowance under the Social Benefits for Disabled Persons Act or under the Social Welfare Act, was unemployed due to declaration as permanently incapacitated for work, or held in custody or served a sentence in a prison or house of detention.
