Regarding funding support for the arts groups, members in generally considered that the Administration should (a) ensure a reasonable and fair distribution of funding resources amongst arts groups; (b) review the existing mode of subsidy for the major performing arts groups to avoid stifling the development of non-subvented commercial arts groups; (c) provide more funding for the support of small and medium sized arts groups and budding artists; (d) explore means to minimize staffing and administrative expenses in the operation of arts programmes so that the savings could be re-allocated to the use of arts development; (e) examine the effectiveness of the current funding policy in achieving the policy goals, such as encouraging diversified and balanced development of arts and culture; and (f) consider increasing its overall allocation of funding for culture and the arts, given the imminent need to achieve the vision of the West Kowloon Culture District project.

The National Central Bureau carried out other specific work such as appointing the terrorism liaison official; linking the INTERPOL I-24/7 computer system and police units, giving the General Directorate of Migration and Immigration access to the Fixed Interpol Network Database and Mobile Interpol Network Database (FIND/MIND) to check passenger lists at the international airport in order to prevent terrorists from entering and passing through the country; updating the database of lost and stolen passports; and investigating and registering international foundations that wanted to operate in the country.

Promotion of human rights and the fight against discrimination: UNESCO will implement the UNESCO Strategy on Human Rights, aimed at strengthening outreach, advancing policy-oriented research on rights within UNESCO’s areas of competence, especially through the consolidation of two regional research networks in Latin America and in Africa and a strengthening of cooperation with principal partners, such as national human rights institutions, UNESCO Chairs, universities, and human rights research and training institutions.

A range of other suggestions was put forward, such as: to ensure the preservation of digital heritage, including archives and libraries as a component of the “Memory of the World Programme”; to develop media education programmes for children and adults; and to increase familiarity with the use of ICTs, especially within the framework of the knowledge society and knowledge economy, in light of the outcomes of the World Summit on the Information Society.

During CIAD II, the main theme of which was “The Diaspora and the African Renaissance”, it was agreed upon that a greater engagement of the African Diaspora with its historic African roots will assist in overcoming the challenges communities of African origin face in different countries and will contribute to the development of the African continent as a whole.

Two activities are envisaged, one on community awareness of natural hazards and risk, which is foreseen to take place in the Caribbean (in collaboration with the Kingston Office) and the other on landslide risk assessment in the Andean range (to be headed by Peruvian authorities).
