With regard to disarmament and nuclear non-proliferation, we should like to reaffirm that nuclear non-proliferation can be realized only if all States accede to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) and the Comprehensive Nuclear-Test-Ban Treaty (CTBT) and place all their installations and programmes under the comprehensive safeguards agreement of the International Atomic Energy Agency (IAEA), with a view to determining that those programmes have peaceful purposes.

8.2 As the Committee has emphasized in previous communications in which the State party provided general and collective comments on the serious allegations made by the authors of such complaints, it is clear that the State party prefers to maintain that communications incriminating public officials, or persons acting on behalf of public authorities, in enforced disappearances during the period in question, that is, from 1993 to 1998, must be considered in the broader context of the domestic socio-political and security environment that prevailed during a period in which the Government was struggling to fight terrorism.

The aim of the project is to contribute to the integration of national Education for All plans into national poverty eradication strategies by ensuring synergy with ongoing projects on education and training regarding the culture of peace and human security; to strengthen human security by ensuring access by the most vulnerable sections of the community, in particular in rural areas, to basic social services, by providing multidisciplinary support to pilot projects at the local level.

The Committee also recalls that UNTSO military observers assigned to the Israel-Lebanon and Israel-Syrian Arab Republic sectors have been placed under the operational control of the Force Commanders of the United Nations Interim Force in Lebanon (UNIFIL) and the United Nations Disengagement Observer Force (UNDOF) to assist them in the fulfilment of their tasks, since the establishment of the two peacekeeping missions; this is without prejudice to the continued functioning of UNTSO in the two sectors should the mandates of the peacekeeping forces lapse (A/66/6 (Sect. 5), paras. 5.66 and 5.67).

Integration with the enterprise resource planning system would facilitate the management of fuel and rations as part of the larger supply chain, whereas integration with the customer relationship management system would facilitate fuel and rations operations from the service provision perspective.

He hoped that the difficulties which had prevented the consideration of those issues would be resolved in the future so that the Committee would not have to adopt ad hoc solutions and consider the report of the Council a year late.

Although the total volume of waste disposed of at landfills is declining year after year, we are still a long way behind the target set down in "A Policy Framework for the Management of Municipal Solid Waste", that is, the reduction of the total volume of municipal solid waste disposed at landfills to below 25%.

My statement will address only two of these, undertaking first an updated evaluation of the work of the Council on the basis of the Secretary-General’s 2008 report on conflict prevention (S/2008/18), and then suggesting some approaches to transforming the challenges of preventive diplomacy in Africa into opportunities for partnership with the United Nations.

I.26 On a more general note, the Advisory Committee recalls that, in its first report on the proposed programme budget for the biennium 2010-2011, it questioned the logic behind the placement of the Offices of the Directors-General of the United Nations Offices at Geneva, Vienna and Nairobi in section 1, expressing the view that, in order to present a more coherent overview of the resources required for the various activities of the Organization, the Secretary-General should include the resource requirements of those Offices in the specific sections of the budget dedicated to them (A/64/7, para. I.26).

As the Council’s meeting addresses the issue of nuclear-weapon-free zones, NAM reaffirms the need for the speedy establishment of a nuclear-weapon-free zone in the Middle East in accordance with Security Council resolution 487 (1981) and paragraph 14 of Council resolution 687 (1991) and the relevant General Assembly resolutions adopted by consensus; and, pending its establishment, NAM demands that Israel, the only country in the region that has not joined the Treaty on the Non-Proliferation of Nuclear Weapons or declared its intention to do so, renounce possession of nuclear weapons, accede to the Treaty without further delay, place promptly all its nuclear facilities under International Atomic Energy Agency fullscope safeguards according to Security Council resolution 487 (1981) and conduct its nuclear-related activities in conformity with the non-proliferation regime.

We are also pleased to see certain issues broughtintothemainstreamofourdeliberations —issues that had been insufficiently elaborated on in previous reports, such as the limited access to humanitarian assistance by people in need of food, water and medical supplies; attacks on humanitarian personnel, health centres and ambulances transporting the wounded to such centres; the kidnapping of humanitarian workers; the difficult situation faced by migrant workers and their families in situations of conflict; and the theft of equipment and provisions intended to be used for humanitarian assistance.
