A principal objective of a dialogue is to bridge the gap in knowledge about other civilizations, cultures and societies, to lay the foundations for dialogue based on universally shared values and to undertake concrete activities, inspired and driven by dialogue, especially in the areas of education, cultural diversity and heritage, the sciences and communication and media.

These are weaknesses in: project monitoring and oversight (15 offices); asset management (e.g. physical inventory of assets not performed, non-capital assets not recorded in Atlas and obsolete assets not properly disposed of) (13 offices); processing of payment (11 offices); travel management (e.g. travel claims not completed and travel claims not supported) (10 offices); leave and attendance records (8 offices); management of special service agreements (7 offices); recruitment process (7 offices); vendor management (6 offices); use of account codes (6 offices); and use of e-procurement (5 offices).

The Board also noted that this database did not contain travel claims from persons other than staff members, although those persons are subject to the same rules that are applicable to travel by staff.

Several processes were also automated, including the special post allowance, travel claim, classification and education grant/advance requests and the establishment within the Human Resources Management Section of a one-stop follow-up hotline e-mail address for its clients.

Other measures to reduce costs included adherence to advance travel planning, expanding lump-sum options, entering into joint airline negotiations, offering staff incentives and streamlining travel claims processing.

Yet others, commenting on the fact that there would be no “freedom” without “access” underlined the fact that the issues of freedom of expression and of equitable and affordable access to information were interrelated.
