That this Council appoints a select committee to inquire into whether there are government officials or other persons who acted unduly, in the course of selecting the implementing organization for the Internet Learning Support Programme, to interfere with the selection process to influence the selection results with a political aim to assist the selected organization, as well as related matters, and based on the results of the above inquiry, to make recommendations on the tendering and selection procedures of government programmes funded by public moneys and other related matters; and that in the performance of its duties the committee be authorized under section 9(2) of the Legislative Council (Powers and Privileges) Ordinance (Cap. 382) to exercise the powers conferred by section 9(1) of that Ordinance.

The Commission emphasized that prosperity should be shared by the whole of society by promoting policies that fostered growth with equity.

Among other things, an enabling economic environment requires an efficient financial and economic policy framework, sound and transparent public sector finance and management, a fair and efficient taxation system, and a corporate environment that encourages productive entrepreneurship.

Just as experience has shown that government-directed development policy without consideration of market forces can lead to inefficiency and misallocation of resources, so have we learnt in recent years that, if governments do not provide an adequately regulated enabling environment, then those same forces can produce considerable economic and social costs and even threaten national sovereignty.

National-level policies, strategies and plans can provide an overarching strategic framework for adaptation, as well as an enabling environment in which subnational and local governments, the public sector and the private sector are provided with incentives and regulation to engage in adaptation actions.

The LEG also noted that other enabling activities such as the preparation of national communications, technology needs assessments and other specific activities could have addressed some of the needs under the remaining elements of the work programme.

He stated that since the Centre’s work programme also focused on strengthening the technology transfer and innovation management capacity of small and medium-sized enterprises, that backstopping arrangement had led to considerable synergy and had integrated the Centre’s work programme with that of the Trade and Investment Division as reflected in the Capacity Development Project document for the period 2011-2013.

The SBI and the SBSTA encouraged the TEC to undertake the short-term activities of this plan as a matter of priority and welcomed the organization of thematic dialogues, including one on enabling environments and barriers to technology development and transfer, at its next meeting.
