In case number 2009-257 at the Jordan field office, a staff member was found receiving a dependency allowance for a spouse who was working in the Ministry of Education.

The incumbents would also ensure that the needs of women affiliated with combatants and their dependants are taken into consideration in all phases of the disarmament, demobilization and reintegration of armed groups; contribute to the formulation of prevention, alert and rapid intervention plans as well as the coordination of protection mechanisms of local communities in liaison with women’s networks and local authorities; and support women’s peacebuilding and mediation initiatives for peaceful cohabitation of local communities and women’s participation in decisionmaking and all processes of social reconstruction.

This second condition is intended to avoid classifying among dependent persons those who, without drawing revenue from a professional activity, nevertheless have a high income.

In three cases, however, the spouse’s dependency status was clearly established by the file, either because the statement had been made recently or because the spouse’s professional income was below the ceiling.

Under this approach, for staff with dependency status the amount added would be 100 per cent of the amount paid for the highest level of hardship (E duty stations).

In this context, the report addresses issues concerning work permits for spouses and children, domestic helpers and non-dependent family members of staff; the acquisition, rental and sale of real estate by staff; the integration of staff into the social security system of host countries; the possibility for staff members and their families to retire in the host countries; and the payment of value added tax (VAT) and other taxes, as well as income taxation issues.

The remuneration of staff members takes account of family dependants, and in particular the presence in the home of a dependent person: in this case, the net salary is increased by an amount equal on average to 6%-7% of the salary.

MONUC will support the implementation of the Government’s defined priorities in the Stabilization and Reconstruction Plan for eastern Democratic Republic of the Congo through the United Nations Security and Stabilization Support Strategy, including garrisoning of FARDC, settlement of their dependants, reintegration programmes for ex-combatants, reinforcement of the penal justice system, provision of support to returns of internally displaced persons and refugees through the rehabilitation of basic services, the establishment of local reconciliation committees and the development of a broader joint United Nations/Government strategy for their return.

The incumbents of the proposed posts would coordinate and collaborate with relevant partners and stakeholders to integrate a gender dimension into their policies and programmes; participate in the work of the joint protection teams in order to ensure that gender is taken into consideration in the evaluation and assessment of the protection needs of civilians; improve awareness of women’s rights on the part of civil society partners and local authorities; ensure that the needs of women affiliated with combatants and their dependents are taken into consideration at all stages of the disarmament, demobilization and reintegration process; and support women’s peacebuilding and mediation initiatives and their participation in all decision-making and social reconstruction processes (ibid., para. 82).

The Commission decided to maintain the distinction in remuneration for staff with or without dependants, which recognized the additional expenses incurred by staff with dependants and the operation of tax systems in the majority of Member States; and to maintain the current pay ratios between the single and dependency rates of the base salary scale.

Such a substantial fall in the share of young people has a number of potential negative impacts on society, namely labour shortages, skills gaps, high dependency ratios and low economic growth.

He was concealing information about his wife’s employment and kept receiving the dependency allowance and covering the spouse in the Agency’s medical scheme as a recognized dependant.

Services provided include security monitoring of all areas and facilities either physically or through surveillance systems (closed circuit video, and intrusion, fire and safety alarms), issuance of identification cards for mission personnel and passes (for dependants and vehicles), security screening of local staff and contractors, security briefings to staff and contractors and assistance in matters related to the physical security of all areas, buildings and warehouses (including issuance of keys and access systems), and other security-related services provided within UNLB as well as for all other United Nations offices in the area.

Another initiative to be explored is the option of using the capabilities of the Maritime Task Force for the conduct of a full evacuation of international staff and their dependants, in lieu of reliance on more costly commercial flights.

In addition, UNIFIL will increase its briefings to international and national staff and their dependants in order to raise the level of awareness with regard to personal security measures and the current emergency procedures.

(f) A staff member selecting the option of special leave described in staff rule 9.8 (d) shall sign an undertaking acknowledging that his or her status on special leave is solely for pension purposes and that his or her entitlements and those of any dependants to all other emoluments and benefits under the Staff Regulations and Staff Rules is determined finally as at the date of commencement of such special leave.

Income maintenance policies provide all citizens with a basic income should they become unemployed, incapacitated by sickness or disability, or if they are providing care for dependants, are retired, or face other emergencies.

Non-custodial sentences for pregnant women and women with dependent children shall be preferred where possible and appropriate, with custodial sentences being considered when the offence is serious or violent or the woman represents a continuing danger, and after taking into account the best interests of the child or children, while ensuring that appropriate provision has been made for the care of such children.

By excluding all duty stations in the Europe/European Union and the North America regions, on the grounds that few staff members assigned to those regions maintain their home in non-family locations as it is generally possible for staff to establish a home base at their duty stations in those regions, and taking the average of both the single and the dependency rates, a monthly amount of $3,200 is arrived at.

Rule 103.13(b) (Family allowances): changes are introduced to accommodate revised children’s and secondary dependant’s allowances for Professional and higher category staff members with effect from 1 January 2007.

As staff paid at the dependency rate are already compensated for having dependent family members, and to avoid double counting, that amount is then reduced by the pay difference between the single and the dependency rate, to arrive at a final figure of $2,400 per month.
