With regard to the specific issue of the pensionable service differential applied to some of the staff in specialist jobs at FAO and WFP, the General Secretary of the Union of General Service Staff of FAO and WFP expressed the view that the differential should continue to be pensionable because it compensated for regular tours of duty that were longer than those on which the salary scale in Rome was based and that many staff had contributed to the Pension Fund but were now unlikely to receive the benefit of those contributions.

Even while on duty at the mission, decision makers and staff members often have responsibilities that keep them away from their offices.

In some countries, police also carry out killings while off duty, whether for “vigilante” reasons, for profit, or as part of a well-organized militia or business enterprise.

The incumbents of the three proposed posts/positions of Administrative Assistant (1 Field Service and 2 United Nations Volunteers), who would be based in Kinshasa, Goma and Bukavu, respectively, would provide necessary administrative support to all personnel in the Unit, manage time and attendance, perform check-in and check-out procedures and administer a prison database, including information on victims and witnesses.

With a view to decreasing impunity, the SPT recommends that all law enforcement officers be obliged to wear a means of clear identification, such as a name badge or other identification while on duty.

The State party should enact and enforce legislation that requires all law enforcement officers on duty, including riot police and members of the special forces, to wear identification, and provide all law enforcement officers with uniforms that include appropriate visible identification to ensure individual accountability and protection against acts of torture and ill-treatment.

The United Nations police focus will be on providing on-the-job mentoring and technical advice to the Liberian National Police, with specific emphasis on the trained but only marginally operational Emergency Response Unit, the Crime Services Division and the rebuilding of the Liberian Nation Police Support Unit, the Police Academy Administration, the Police Administration and Management and the Patrol Division, including community policing.

UNIFIL and Lebanese Armed Forces continue their joint operational activities, including an average of 13 counter-rocket-launching operations during each 24-hour period and six daily foot patrols, while operating 18 co-located checkpoints, 6 of which are on the Litani River.
